  • Bill Payment Assistance - We Can Help!

    PWP recognizes that some of our customers may need extra help to pay their utility bills. Through PWP's Electric Utility Assistance Program (EUAP), we offer three income-qualified financial assistance programs for paying electric bills, and one program to help offset electricity costs associated with home medical equipment. These programs must be applied for in person at one of the locations listed below. (Please refer to the Southern California Gas Company if you need assistance paying your gas bill.)

    You must be a PWP Residential Electric Customer.

    The Medical Assistance rate program does not have specific income requirements.  

     Age and Disability Requirements - Cares or Cares Plus

    • You must be 62 or older or are permanently disabled to qualify for Cares or Cares Plus.
    • For disability you must meet the disability requirements as established by the Social Security Administrations Supplemental Income for the Aged, Blind and Disable (Title XVI of the Social Security Act, as amended).
    • Permanently disabled customers must submit a printout of your benefits from the Social Security Administration Office. 

     Pasadena Medical Assistance Program

    •  Must provide a note on letterhead signed by your doctor that describes the home equipment.
    • The equipment must be plugged in and not battery operated

    Project A.P.P.L.E.

    Project A.P.P.L.E. (Assisting Pasadena People with Limited Emergencies) is a donation-funded program that provides a one-time credit of up to $100 per year to help eligible low-income residential customers keep their lights on.  A Project APPLE recipient may be a single-income family with young children, a person struggling with a disability or recent job loss, or a senior scraping by on Social Security.

    Low-income residents who risk power shut-off can apply for a Project A.P.P.L.E. grant Monday - Thursday from 8 a.m. to 7p.m. and 8 a.m. to 4:30 p.m. on Fridays at the Jackie Robinson Center (1020 N. Fair Oaks Ave.) or Monday through Friday from 8 a.m. to 5 p.m. at the Villa Parke Center (363 E. Villa St.). You will be asked to present ID, proof of income. a past-due PWP bill and your delinquent shut-off notice.

    Eligible recipients are approved on the spot and receive a voucher to present at the City’s Municipal Services Payment Center at Pasadena City Hall, room N106, Monday through Friday from 7:30 a.m. to 5:15 p.m. Call (626) 744‑7300 or Villa Parke Center at (626) 744-6530 for more information.

    This vital program is made possible through the voluntary contributions of the business community, utility customers and city employees who understand that tough times can hit any of us.     City-Wide Assistance Programs: Under One Roof

    Thanks to a collaboration with key community agencies, income-qualified residents can tap into a wealth of assistance. Designed specifically for low- to moderate-income families, this partnership provides money-saving programs including free home efficiency upgrades and low-interest loans that help Pasadena residents buy, keep, and revitalize their homes. To participate, you must be enrolled in one of our Bill Payment Assistance Programs.

     Assistance Programs from SoCal Gas

    Energy Savings Assistance Program
    Pasadena Water and Power in partnership with Southern California Gas Company (SoCalGas®) offers no-cost, energy-saving home improvements for qualified limited-income renters and homeowners. Your home may qualify to have the following FREE energy-saving services installed at NO COST to you:

    • LED lights bulbs
    • Attic insulation
    • High-efficiency toilets
    • Water heater replacements
    • Central AC Tune-up and duct, test & seal
    • Whole house fans and ceiling fans

     Other Financial Assistance Programs Offered by SoCalGas 
    PWP does not provide gas service. If you need assistance paying your gas bill, please contact SoCalGas (800-427-2200) which provides gas service to most Pasadena residents. In addition to the Energy Savings Assistance Program mentioned above, SoCal Gas offers a number of other financial assistance programs for its income-qualified customers and for its customers with medical conditions.
