Are you in the Zone?

Step One:  Are you located in the 1992 Designation, 2007 Designation or both?  

Because the Enterprise Zone covers 15 year periods and cities have the ability to expand into new areas during each designation, there are different effective dates for various areas.  Below is a list of different effective dates for each of the 15 year designations.    

1992 Zone  

• Original Area  - April 10, 1992 to April 9, 2007 
• Expanded Area – September 13, 1999 to April 9, 2007 

2007 Zone  

• Original Area – April 10, 2007 to April 10, 2022 
• 1st Expanded Area – March 6, 2008 to April 10, 2022 
• 2nd Expanded Area – January 12, 2012 to April 10, 2022 

Please use the street ranges provided below to determine when your business can utilize the program.    

Step Two:  Does your business qualify for the local benefits offered through the City of Pasadena? 

The 2007 Enterprise Zone offers local incentives to certain businesses located within different areas of the Zone.  To determine if your business may qualify for the local incentives, please see the below conditions: 

Enterprise Zone Business Development Area (EZBDA)  

• Any nonresidential property owner, commercial or industrial use within this area may receive fee waivers for certain Building and Planning permits. 
• Any commercial or industrial business that leases within this area may receive a business license fee waiver.  Businesses are still required to apply for a business license and complete their yearly renewal forms.  Failure to complete the required city forms may result in a fine. 
• Beginning January 1, 2013, all Enterprise Zone businesses must pay a $1 state mandated fee per Senate Bill 1186 for all new and renewal Pasadena business licenses.

Enterprise Zone Technology Development Area (EZTDA)  

• Any business that meets the City’s zoning definition of a Research and Development business within this area will receive the same benefits as those in the EZBDA. 
• Beginning January 1, 2013, all Enterprise Zone businesses must pay a $1 state mandated fee per Senate Bill 1186 for all new and renewal Pasadena business licenses. 

Restrictions  

• Business License waivers do not apply to nonresidential property owners or home based businesses.
