Large, complex projects require in-depth review and are handled through a special process. Projects meeting the thresholds will go through a process called the Pre-Application Conference (PAC). These projects also are assigned a Case Manager, who will assist an applicant through the review and approval process, from PPR through issuance of a Certificate of Occupancy.

Not all projects require a PPR, you will need to read the thresholds to make that determination.
