43 East State Street/72 East Glenarm Street. The project site is bordered by Glenarm Street, State Street and the Metro Gold Line, South Fair Oaks Avenue, and the Arroyo Seco Parkway (SR 110).
In 2009, the City of Pasadena adopted the Integrated Resource Plan (IRP), a blueprint for the Pasadena Department of Water and Power (PWP) to ensure reliable, environmentally responsible electricity service, competitive rates, and energy independence through 2030. A key feature of the IRP is the replacement of inefficient local generating units at PWP’s Power Plant. This constitutes the Glenarm Power Plant Repowering Project.
The City’s Power Plant consists of two power generating facilities flanking the Metro Gold Line tracks: the Glenarm site to the west and the Broadway site to the east. The Glenarm facility is approximately 6.52 acres and is developed with the Glenarm Steam Plant Building and Electric Fountain, a City-designated local historic monument; Pacific Electric Railway Company (PERC) Substation No. 2, a City designated local historic landmark; and four natural gas turbine generators (GT-1 through GT-4).
In order to fulfill the IRP objective of producing reliable, environmentally responsible electricity, PWP proposes the following:
Rerouting or relocation of storm drains, underground water lines, electrical lines, and other utilities; removal of existing mechanical equipment; and asbestos and lead-based paint abatement as necessary. Remediation of contaminated soil may be necessary for regulatory compliance.
Project construction is anticipated to take up to 23 months following project approval.
