Pasadena is a charter city with a city council - city manager form of government.  Pasadena has 7 City Council districts and beginning in May 1999, a Mayor elected at-large.  Each district elects a Councilmember for a four-year term and the Mayor is elected in a city-wide election for a four-year term.   The  Vice-Mayor is a Councilmember selected by the Council, traditionally for two one-year terms.

The goals of the City Council are to:

  • Make water and power utilities market-competitive

  • Assure a safe and secure community

  • Foster economic prosperity

  • Create neighborhood vitality and livability

  • Focus on planning, programming and reinvesting in our parks and parklands

  • Create a more effective, cost efficient government

  • Improve our public schools.
