DEPARTMENT ORGANIZATION


The Planning and Development Department is comprised of the following sections and divisions:

Organizational Chart

Ensures the Department's customers are served by the City's long range, neighborhood, development, cultural and current planning activities.    Administration also manages the department's budget, revenue projections and monitoring, payroll, facilities management, safety program, purchasing, and human resources functions.

Building    (626) 744-4200
The Building Division provides plan review and construction inspection services to enforce minimum standards to safeguard life or limb, health, property and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, location and maintenance of all buildings and structures.

Community Planning   (626) 744-4009
Community Planning staff provide services, conduct activities, and facilitate the development and implementation of the Comprehensive General Plan. This plan is a vision for achieving a greater city for the years ahead.

Cultural Affairs  (626) 744-4009
The Cultural Planning Division  focuses on cultural activities and services which: 1) contributes to the economic health of the community, 2)provides leadership in the marketing of the City of Pasadena as a cultural destination, 3) promotes and develops projects which contribute to the aesthetic landscape and quality of life in Pasadena 4) Facilitate greater access to the diverse culture of Pasadena, 5) promotes cultural awareness and appreciation and, 6) facilitates creative learning and training opportunities which open doors to diverse employment opportunities

Current Planning (Zoning)   (626) 744-4009
The Current Planning Section guides the City's orderly development by applying the zoning code thus achieving a livable city that balances the needs of residents and businesses.  This section reviews building plan checks and processes discretionary applications (e.g. Conditional Use Permits and Variances).

Design and Historic Preservation   (626) 744-4009
The Design & Historic Preservation Section includes providing staff support to the Historic Preservation Commission and the Design Commission; implementation of Citywide Design Guidelines; and the City of Gardens multi-family residential design guidelines; clearance for Federal projects required by the National Historic Preservation Act; architectural surveys of the City; design review of all City sponsored projects landmarks, landmark districts, buildings over 50 years old, and coordination with the State Office of Historic Preservation and the National Trust for Historic Places.

Economic Development/Redevelopment Division        (626) 744-4660
Monitors development projects in the redevelopment areas of Pasadena. 
Focuses on economic and business development programs, business retention and special events/filming.

Graffiti Abatement    (626) 744-7622
To report graffiti on public property or to request services for removal from your private property. 

Housing    (626) 744-8300
Assists the very low to moderate income community in meeting their affordable housing needs through rental assistance, residential rehabilitation, homeownership opportunities, economic development, and capital improvements. 

Inspection Services    (626) 744-4633
The Inspection Services Division maintains and improves the City's housing stock and neighborhoods through development of ordinances, enforcement of the City's Zoning, Housing and Environmental Health Codes, Graffiti Removal, and the Maintenance Assistance and Services to Homeowners program (MASH).

Inspection Services Division consist of an Administration section, Code Compliance programs (view Code Compliance Complaint Form), Maintenance Assistance and Services to Homeowners (MASH) programs, Graffiti Abatement program, and an Abandoned Vehicle Abatement program

The Maintenance Assistance and Services to Homeowners (MASH) program  maintains and improves the City's residential properties in specific census tracts, 90% of which are located in the Northwest sector of the City. A majority of the clients are elderly and disabled.

Permit Center     (626) 744-6646
Provides all development review and permit services for our customers, embodying the highest levels of customer service. Facilitates when possible, regulates when needed, and provides a single point of contact for customers.

Special Events    (626) 744-7124
The Filming and Special Events Section coordinates and promotes public events and filming in the City of Pasadena.
