Villa-Parke Redevelopment Project Area

Total Project Area: 180 Acres
Adoption Date:  1972
Term of Plan:  30 Years – Extended to 40 Years (Ordinance 6813 -- December 1999)
Base Year: 1972-73

The City of Pasadena, in conjunction with local residents and business owners, formed a partnership to develop a revitalization plan that would begin to reverse the pattern of decline and transform Lincoln Avenue into an economically viable area that serves both businesses and residents alike.

The Pasadena Community Development Project, area residents, business owners and the city jointly refer with pride to the status of the majority of these projects as the Lincoln Avenue Corridor. Completed projects include:

The objective of this project was the prevention of the spread of blight and deterioration and the conservation, revitalization, renewal and redevelopment of the area. The plan called for:

  • The acquisition of real property, rehabilitation of structures and improvements by present owners

  • Demolition or removal of building and improvements

  • Provision of relocation assistance to displaced residential and non-residential occupants

  • The installation, construction or reconstruction of street, utilities and other public improvements

  • Disposition of property for uses in accordance with the plan, and

  • The redevelopment of land for uses in accordance with this plan

Since 1972, significant improvements have been made to the area such as the construction of low and moderate single and multi-family housing projects. Commercial redevelopment includes service establishments, retail shops, business offices, hotel and motel uses, and other related and compatible uses. The project area has a total of 180 acres.
