PASADENA RESIDENTS WILL HAVE
CONSTRUCTION JOB OPPORTUNITIES AT ALTADENA DEVELOPMENT PROJECT
The Carter Agency and the city of
Pasadena have signed a memorandum of understanding (MOU) that enables
Pasadena residents registered in the city’s local hiring database to be
referred for construction jobs.
The Carter Agency is working with Pasadena-based real estate developer
Dorn Platz on Lincoln Crossing, a 22-acre mixed-use redevelopment in
Altadena. Qualified Pasadena residents are being referred for jobs at
the project.
Lincoln Crossing is exempt from Pasadena’s First Source Hiring Ordinance
because it is outside the city limit and receives no financial benefit
from the city of Pasadena. However, because Lincoln Crossing is the site
of major, long-term construction work, the developer has recognized
Pasadena’s First Source Local Hiring program as a resource for employing
laborers.

managing director of The Carter Agency. “I look forward to facilitating
construction jobs to increase the economic well-being of Pasadena
residents.”
This is the second MOU for local hiring on projects that are exempt from
Pasadena’s First Source Hiring Ordinance; the first MOU was between the
city of Pasadena and DMJM for convention center expansion jobs (public
projects are exempt). Additional hiring and MOU agreements are being
negotiated with developers and training institutions for the referral of
Pasadena residents. The MOUs are open-ended agreements that allow access
to all of a company’s construction projects.
The First Source Hiring Ordinance requires developers who receive
financial incentives from the city of Pasadena to hire local residents
to work on those projects. The ordinance is administered through the
City Manager’s Office.
