In April 1998,
the
U.S.
Department of Transportation, Federal Highway Administration issued its
Record of Decision (ROD), State Route 710 Freeway between Interstates 10 and
210. The ROD approved the
environmental impact document permitting the project to progress, provided
several conditions were satisfied. One
condition required Caltrans to establish community design advisory groups (DAGs)
in the cities of
Pasadena, South Pasadena,
Los Angeles
(El Sereno) and Alhambra. On April
27, 1998, the
Pasadena City Council appointed six community members to serve on the
Pasadena DAG. The DAG consists
of three supporters and three opponents of completing the SR 710 Freeway.

The ROD also contained a specific condition intended to provide immediate
relief to the impacted communities by having the DAGs establish a list of
interim improvements and traffic management measures to address traffic
impacts caused by the 710 Freeway gap. The
ROD authorized $8 Million for the interim transportation improvements and in
the 710 Corridor. In 1999, the
Pasadena DAG recommended six projects to Caltrans, of which two were funded
in the amount of $1.8 Million. The
two funded projects are the Fair Oaks Urban Corridor ITS Improvements and
the
California Boulevard
and
Fair Oaks Avenue
intersection widening for turn lanes.
