DOT Overview
Division Summaries &
Responsibilities
The following descriptions
summarize the Department
of Transportation primary service areas:

Parking
Services -
Manages the City's off-street parking enforcement and employee's parking
program, and the Preferential Permit Parking program.

Traffic Engineering & Operations -
Manages
and operates the citywide central computer-based traffic signal system
(270 signals). This division also participates in the investigation,
research and analysis of traffic safety problems and traffic flow
conditions.

Transit Planning & Operations
– This Division has two primary roles: the operation of the City’s fixed
route transit service (Pasadena ARTS) and the Pasadena Dial-A-Ride; and
the Transportation Demand Management (TDM) activities. The ARTS & DAR
Operation Section provides ARTS service planning; coordination of
transit service with other transit providers (Metro, Foothill Transit,
etc.); placement of bus benches and shelters; and public outreach and
marketing. Check out the
Pasadena Area Rapid Transit System (ARTS)
bus program. The TDM Section manages the City’s Trip Reduction
Ordinance program; manages the City’s employee trip reduction program (Prideshare)
and provides leadership for the Pasadena Transportation Management
Association (TMA).

Transportation
Planning and Development -
This Division is responsible for transportation planning related activities,
including both project-specific and comprehensive planning.
Comprehensive planning projects include the City’s
General
Plan Mobility Element Update, the
Bicycle Master Plan, and technical support for other departments such
as Planning and Development for comprehensive planning projects. The
Division’s current planning duties include developing the
Pedestrian
Plan, reviewing transportation/traffic
related impacts, addressing
neighborhood
traffic issues, and reviewing and analyzing other traffic-related capital
improvement projects.
- Administration and Management Services Division
- This Division is responsible for the fiscal
and administrative well being of the department. It is
committed to providing timely, high quality service in the
following areas: oversight, preparation and monitoring of
the annual capital and operating budgets, personnel
services, project management, accounts payable, accounts
receivable, petty cash, purchasing card tracking, payroll
processing, legislative and grants analysis and tracking,
support to City Council, advisory bodies and commissions,
and intranet and internet website maintenance.
