Executive Summary

In support of the 2004 General Plan Mobility Element, the Annual Transportation Report Card was established to inform and update the status of key elements in the City of Pasadena’s transportation system. The 2006 Transportation Report card includes information on the newly implemented online traffic search engine, arterial travel time and speed comparison studies, and a report on the ridership of Pasadena’s Area Rapid Transit System (ARTS).

For the 2006 report card, the Department of Transportation (DOT) implemented a user friendly search engine located on the transportation website where public may retrieve traffic volumes. Using GPS technology, travel time and speed studies were conducted on 15 corridors throughout the city. Additionally, a comprehensive comparison was conducted of the 2005 and 2006 data. Results show that the majority of arterials that were studied have shown improvements in the average travel times and speeds during morning and afternoon peak hours. However, a sizable percentage of arterials have shown decline in average travel times and speeds during the mid-day peak period.

On the mass transit side, ridership information was collected for local and  feeder lines of the ARTS.  For Fiscal Year 2006, ridership on the ARTS has increased significantly compared to Fiscal Year 2005. Additionally, studies have shown that Pasadena ARTS has carried more passengers per hour than the average city in the Metro county.

Overall, there have been citywide improvements in the key elements of the transportation system with increases in transit ridership and decreases in average travel time for morning and afternoon peak periods for a majority of studied corridors.
