Pay Online

Utilize our Online Account Access service using your Visa, Mastercard or Discover cards. 

Pay by Direct Debit

Residential customers can have their bills automatically paid out of their checking or savings accounts.  To sign up, customers can request an application from Customer Service at (626) 744-4005 or download, print, and mail-in the Direct Debit Application (in Adobe PDF Format*).

After-Hours Cash & Check Payments

A drop box is located at the southeast corner of Union Street and Garfield Avenue.  Payments received after 2 p.m. will be credited the following business day.

Understanding Your Bill

In addition to the billing components, your bill contains information that can help you understand your energy and water use.  

Explanation of Key Terms you may see on your bill:
Block
A range of water (HCF) or electric (KWH) usage subject to the same cost per unit as defined in the rate schedule.
C.I.C.  Capital Improvement Charge To fund the water fund capital improvement program.
Customer Charge Cost of billing, metering, customer service, and call center expenses.
Demand
Actual power in kilowatts (KW).  Billing Demand is the maximum demand over a 12-month period. (demand meters only).
Distribution Charge
Distribution costs including operation and maintenance, capital investment, and debt service.
Electric Utility Assistance Programs Pasadena Cares and Cares Plus Programs. Assistance for income qualified, seniors and permanently disabled customers. 
Energy Charge Wholesale cost of acquiring energy.
Estimate
Estimated reading is shown only when the meter was not read, usually due to a lack of access.
HCF 
Hundred Cubic Feet - a billing unit of water equivalent to 748 gallons.
KWH
Kilowatt-hours - A billing unit of electric energy equivalent to one 100-Watt light bulb, burning for ten hours.
MULT (Multiplier)
Numerical constant applied to meter readings to convert dial readings to billing units (see HCF and KWH).
PF
Power Factor - Reflects the ratio of real (or true) power to apparent power (KVAR-H demand meters only).
Project A.P.P.L.E.

A fund of deductible donations used to help residential customers unable to pay a utility bill due to unforeseen hardship.
Public Benefit Charge

 A State mandated charge to fund Lifeline, Utility Assistance, energy efficiency, and renewable resources programs.
Refuse Service Trash collection
S.L.A.T.S.

A tax collected for the City to offset the maintenance and utility costs associated with Street Lights and Traffic Signals (SLATS).
State Environmental. Surcharge
Collected for the California State Board of Equalization
Transmission Charge Transmission and electric power dispatching expenses.
Underground Surtax
A tax collected for the City for the power line conversion program that places overhead power lines underground.
Utility Users Tax
A tax collected for the City based on a percentage of electric and water charges
