City of Pasadena Appoints Brenda Harvey-Williams and David Reyes as Assistant City Managers

PASADENA, Calif.—City Manager Miguel Márquez has announced the promotions of Director of Parks, Recreation and Community Services (PRCS) Brenda Harvey-Williams and Director of Planning & Community Development David Reyes to assistant city manager, effective Monday, March 13.

“Brenda and David have been serving as department directors for the last several years and, over the last year, both have served as acting assistant city manager,” said Márquez. “Their assistance has been invaluable to the City and to the City Manager’s Office, where they lead with their passion to serve the residents of Pasadena. I’m confident their in-depth knowledge, experience, leadership skills, and energy will make them incredibly effective in their new roles.”

Photo of Brenda Harvey-Williams smiling outdoorsHarvey-Williams has been serving as the PRCS director since 2018 and has held various positions with increasing levels of responsibility since joining the City as an intern in 1987. Before her promotion to director, Harvey-Williams worked in the public works and finance departments, as well as in the City Manager’s Office. She has served as finance and management services administrator, acting deputy finance director, administrative officer, principal consulting analyst, and management analyst. She has significant experience with and knowledge of the City’s capital improvement and operating budgets.

Harvey-Williams earned a master’s degree in public affairs from the University of Texas LBJ School of Public Affairs and a bachelor’s degree in economics from the University of California, Los Angeles. She is an alumnus of Leadership Pasadena and member of the Pasadena chapter of Alpha Kappa Alpha Sorority, Inc., and was a 24-year member of the American Public Works Association.

He first joined the City in 2012 as the department’s zoning administrator. In 2013, he was promoted to deputy director. Reyes has over 20 years of experience in the public sector. Prior to joining the City of Pasadena, he worked in a range of positions for the planning departments at the Cities of Malibu, Santa Monica and Beverly Hills. He holds a bachelor’s degree in urban studies and planning from California State University, Northridge.
