  1. Each member of the City Council shall nominate one person to the Committee, subject to the approval of the City Council.
  2. Each member shall be an elector of the City.
  3. Former officers or employees of the City (serving in the last five years), or those with personal or business-related contractual relations with the City, are not eligible to serve on the Committee.

Description

The purpose and function of the committee shall be to review and advise the city council on matters related to the committee, including:

  1. Study, take public input, and make recommendations regarding compensation paid to City Council, including benefits such as allowances and reimbursements;
  2. Broaden the pool of residents able to serve on the City Council;

Consider topics outlined in the June 16, 2025 Agenda Report, including but not limited to:

  1. Creating a family care category for eligible reimbursable expenses of office;
  2. Consider applying annual Consumer Price Index (CPI) increases to benefits that fall outside the City Council’s monthly stipends or health and welfare benefits;
  3. Consider creating separate and additional categories for certain eligible reimbursable expenses (i.e., family care, education reimbursement, etc.);
  4. Take a fresh look at overall compensation to address issues related to diversity and ability to serve on the City Council;
  5. Consider a “cafeteria plan” approach to eligible reimbursable expenses; and
  6. Compare current Councilmember compensation with those provided by other comparable cities.
