The Pasadena Enhanced Infrastructure Financing District (EIFD) is intended to provide a long-term funding source for infrastructure and public improvements supporting future development in the former 710 corridor and adjacent commercial areas. California law authorizes EIFDs to reinvest a portion of future growth in existing property tax revenues into eligible public projects.
The EIFD is governed by the Public Financing Authority (PFA), a Brown Act-governed public body established under state law. The PFA is responsible for reviewing and adopting the Infrastructure Financing Plan (IFP), participating in required public hearings, and overseeing implementation of the EIFD.
Pursuant to Government Code Section 53398.51.1, the Public Financing Authority consists of two members of the Pasadena City Council, one member of the Los Angeles County Board of Supervisors, one public member appointed by the Pasadena City Council, and one public member appointed by the Los Angeles County Board of Supervisors. The Pasadena City Council has appointed one alternate member from its legislative body to serve and vote in place of an absent or disqualified regular member. The Los Angeles County Board of Supervisors may appoint one alternate member from its legislative body for the same purpose.
Members shall be appointed to a term of four years and shall serve no more than eight consecutive years, or two consecutive full terms, whichever is greater.
