Briefing on COVID-19 for Pasadena Business Community April 3, 2020

In an effort to keep you informed of developments related to COVID-19, the City of Pasadena offers the following information to the Pasadena business community. Our goal is to disseminate accurate public health information, offer recommendations to prepare for and slow the spread of the virus, and provide links to resources for additional information. Please disseminate this information with your businesses, community partners, etc.

The COVID-19 Briefings will continue in the coming weeks, but on a less frequent basis. As developments and resources become available, we remain committed to sharing information with the Pasadena business community.

Free Business Resources Webinar Alert- Next Week! Understanding Relief Funds For Businesses Impacted BY COVID-19- Tuesday, April 7that 11 AM

The Pasadena Small Business Development Center will host a webinar on Tuesday, April 7, 2020 at 11 AM to help Pasadena businesses and employers impacted by COVID-19. This webinar will provide a helpful overview to Pasadena business owners on relief funding available under the CARES Act.

Proposed City Economic Stimulus

At the March 30, 2020 Special Meeting of the City Council, the City Manager proposed an economic stimulus measure that benefits Pasadena Water & Power electric customers. The measure, if approved, would provide a 2 year rebate on a surtax collected from electric rate payers, and suspend the same surtax for 6 months moving forward.

The recommendation will return to Council on April 6, 2020, and once approved, checks could be issued in as early as 2 weeks. To view the staff report for the upcoming City Council Meeting on April 6th, click here.

Moratorium on Evictions - Tenant Protection Update

In March 2020, the Pasadena City Council approved a moratorium on evictions for nonpayment of rent by tenants experiencing financial impacts from the COVID-19 pandemic.The City has developed a list of Frequently Asked Questions to assist the community in understanding the tenant protection moratorium. For more information, please click here.

CARES Act Application & Filing Period Starts Today

On Friday, March 27, 2020, the President signed into law the CARES Act, which contains $376 billion in relief for American workers and small businesses. In addition to traditional SBA funding programs, the CARES Act established several new temporary programs to address the COVID-19 outbreak: Paycheck Protection Program, EIDL loan advance, SBA Express Bridge Loans, and SBA Debt Relief.

Beginning April 3, 2020, California small businesses impacted by the COVID-19 crisis can apply for a Paycheck Protection Program loan from the federal government for up to $10 million. The program is first-come, first-serve and eligible Pasadena small businesses are encouraged to contact their lender to learn more.

State of California Extends Sales Tax Deadline

The State of California announced this week that it will provide relief to California’s small businesses by extending sales tax reporting deadlines.With this extension, small businesses will have until the end of July to file their first-quarter returns. For more information, click here.

Pasadena Businesses Share Virtual Content With The Community

An online directory of virtual content from Pasadena businesses and cultural institutions is now available athttps://www.visitpasadena.com/virtual-activities/.  “Connect Pasadena” has curated educational and engaging content in the following categories: art & culture; fitness, yoga & mindfulness; children’s activities, cooking & baking; learning & education; and music. The virtual directory is intended to provide Pasadenans with a variety of content to keep them active, entertained and enlightened while safe at home, as the community continues to practice safe social distancing during COVID-19.

Pasadena businesses with free educational or engaging content are encouraged to take advantage of the marketing opportunity by submitting their virtual content for inclusion at http://www.cityofpasadena.net/virtual-connect. Content must meet certain criteria.

Helpful Links For State Business Resources:

  • The State Employment Development Department (EDD) has a dedicated webpage for worker and employer issues related to COVID-19. Info for workers includes: unemployment & disability insurance, paid family leave, reduced work hours, etc. Info for employers includes: tax assistance, potential closure or layoffs, and workplace health & safety.
  • EDD Tax Assistance - Employers experiencing a hardship as a result of COVID-19 may request up to a 60-day extension of time from the EDD to file their state payroll reports and/or deposit state payroll taxes without penalty or interest. Call the EDD Taxpayer Assistance Center 1-888-745-3886 (toll-free).

  • The Small Business Finance Center (SBFC) partners with Financial Development Corporations to provide loan guarantees and direct loans for small businesses that experience capital access barriers. For more info about loan programs can be found here.
