434-470 North Lake Ave Development Updates

The City of Pasadena is exploring redevelopment opportunities for the 2.38-acre surplus property at 434–470 North Lake Avenue, formerly a Kaiser Permanente site. Declared surplus on July 8, 2024, the property is being marketed in accordance with the State Surplus Land Act to prioritize affordable housing and community-serving uses. A Notice of Availability issued on July 24, 2024, invited qualified developers to propose development concepts. On January 12, 2025, City Council approved the motion to enter an Exclusive Negotiation Agreement with Holos Inc. and Heritage Housing Partners for a mixed-used development project at this property.

Exploring Pasadena's Adaptive Reuse Ordinance

Pasadena’s recently adopted adaptive reuse ordinance makes it easier to convert underused commercial and industrial buildings (over 5 years old) into residential or mixed‑use projects. It provides parking flexibility (shared/tandem or no new parking), streamlined design and permit review, waivers for unit density limits and floor-area ratio constraints, and allows up to 15 ft of added height for residential amenities such as rooftop decks or lounges.
