Community Development Block Grant (CDBG)

The Community Development Block Grant (“CDBG”) Program is a federal grant program administered locally by the Housing Department.  The City of Pasadena awards grants to non-profit agencies and City departments to provide vital services to the community. Some examples of CDBG-funded activities in Pasadena include youth services, sidewalk improvements, housing rehabilitation, public facilities improvement, and fair housing services.

These reports, found under the Plans section, provide an overview for administering CDBG in the City of Pasadena:

  • 5-Year Consolidated Plan
    This report provides a market analysis and needs assessment for the City.  This strategic plan list goals and outcomes to be achieved during the 5-year period.
  • Annual Action Plan
    The Action Plan informs the public on how the City will spend its annual allocation towards the goals listed in the 5-year plan.
  • Consolidated Annual Performance Evaluation Report (CAPER)
    This report informs the public on how the City has utilized its annual allocation and actual progress made towards the goals listed in the 5-year plan.

Community Priority Survey

The Department of Housing would like to thank the residents of Pasadena for participating in the Community Priority Survey. This survey allows the City to identify what project activities are needed in the community. The top 5 priorities for each activity category (Public Service, Economic Development, Public Facility Improvements, Infrastructure Improvements, and Housing) will receive scoring preferences during the evaluation process throughout the 5-Year (2020-2024) Consolidated Plan reporting period.  Current funding opportunities can be found under the NOFO section.
