The HOME Enhancement Loan Program (HELP) can provide loans to low-income single-family owner-occupied households for necessary repairs and rehabilitation to bring their house up to code, eliminate critical health and safety concerns, and increase efficiency and accessibility thereby enhancing livability and preservation of the home. Loans up $100,000 at 3% simple interest with a 20-year term and deferred payments. This program is federally-funded through the HOME Investment Partnership ACT (HOME).

The City has partnered with Neighborhood Housing Services of Los Angeles County (NHS) to administer this single-family rehabilitation program. As part of the program, NHS will provide housing counseling to guide homeowners through the loan underwriting process, and pre-design.   NHS will also provide construction management during the home rehabilitation so owners are not overwhelmed dealing with general contractors.  NHS will ensure that the rehab construction is completed on-time within budget.

HELP is currently accepting applications on a first come first served basis. We will no longer accept applications once funding for this year runs out. You may submit a pre-qualification application to start the process by clicking the link below.
