Housing Production

Housing Production

Over the past ten years, the City of Pasadena has provided financial assistance in the development of 880 rental and ownership housing units rehabilitation or preservation. The City is committed to identifying and assisting well designed affordable housing projects which contribute to neighborhood revitalization and community development.

There are two ways in which qualified developers can participate in the City-subsidized affordable housing production:

Request For Proposals (RFP)

Under the RFP process, developers are invited to submit proposals and compete to develop affordable housing on City-owned sites. The project would be developed by the successful bidder in accordance with the RFP specifications.

Direct Funding Proposals

Developers with a solid track record can submit written proposals to request City financial assistance for affordable housing projects directly.

Inclusionary Housing

Inclusionary Housing Requirements establish the standards and procedures to encourage the development of housing that is affordable to a range of households with varying income levels. The purpose of these requirements is to encourage the development and availability of affordable housing by ensuring that the addition of affordable housing units to the City's housing stock is in proportion with the overall increase in new housing units.

Read Pasadena's Inclusionary Housing Ordinance

Inclusionary Housing (also called inclusionary zoning) is a regulatory policy that requires or incentivizes private developers to provide affordable housing as part of market-rate development.

An in-lieu fee is a payment made instead of fulfilling an on-site housing requirement.

Most commonly, this occurs when:

  • A developer is required to provide a certain number of affordable housing units, but

  • The local ordinance allows them to pay a fee instead of building some or all of those units on-site

In-Lieu Fee Analysis is conducted to determine what the fee should be.
