Master Environmental Impact Report on the Arroyo Seco Master Plan

A Master Environmental Impact Report (MEIR) was prepared and certified for the Arroyo Seco Master Plan on April 14, 2003. The MEIR assessed the potential environmental impacts of the Arroyo Seco Master Plan project which consists of four elements: (1) Hahamongna Watershed Park Master Plan, (2) Central Arroyo Seco Master Plan, (3) Lower Arroyo Seco Master Plan, and (4) the Design Guidelines for the Arroyo Seco. The City was the lead agency for this project pursuant to the State of California Environmental Quality Act (CEQA).

The Arroyo Seco MEIR evaluates a comprehensive set of improvements in the Upper Arroyo Seco, Central Arroyo Seco, and Lower Arroyo Seco which include flood control, water conservation measures, habitat restoration, and passive and active recreation opportunities.

There are three volumes or documents that comprise the Arroyo Seco MEIR:

Volume I: Draft Master Environmental Impact Report (Master EIR). Prepared in May 2002, Volume I is presented in two parts: the narrative portion of the draft Master EIR and separately, the graphics.

Volume II: Technical Appendices.

Volume III: Final Master EIR. Consists of clarifications and revisions to the draft Master Environmental Impact Report (Volume I). Volume III includes only those pages of the draft Master EIR (Volume I) with clarifications and revisions due to comments received during the public review period. Information added in the response to agency and public comments on the draft Master EIR is indicated in bolded and underline text. Information deleted from the draft Master EIR is indicated as strikeout. This approach was taken in an effort to preclude the need for the reproduction of Volumes 1 and 2 of the Master EIR. Together, Volumes I, II and III comprise the Final Master Environmental Impact Report for the Arroyo Seco Master Plan Project.

In addition, the Findings of Fact & Statement of Overriding Considerations addresses the environmental effects associated with the approval of the Arroyo Seco Master Plan (ASMP) project.

For all the projects proposed in the Arroyo Seco Master Plans, a subsequent environmental review will be prepared at the time a project is funded and ready to proceed, to determine if the project is within the scope of the MEIR and if the project would cause any additional environmental impacts.
