Pasadena City Park Rules
This information is provided as a summary of the rules governing the use of Pasadena city parks. For additional information, please reference Titles 3, 6 and 8 of the Pasadena Municipal Code.
The following activities are prohibited in Parks and Areas (PMC 3.24.110):
- Off-leash dogs in public places, except where expressly permitted (PMC 6.12.010 and 6.12.015). Anyone bringing a dog into a park be responsible for cleaning up any nuisance committed by the dog.
- Drinking alcoholic beverages
- Golf playing
- Driving motor vehicles or bicycle riding anywhere but on roads or drives provided for such purpose
- Operating mini-bikes, model planes, go-carts
- Dumping or Littering of any material
- Smoking in City owned parks (Local Ordinance No. 6962, PMC 8.78.051) For questions or complaints about smoking in City-owned parks, please call (626) 744-6014.
The following activities are prohibited unless otherwise authorized by a written permit issued by the City of Pasadena (PMC 3.23.110)
- Use of firearms or fireworks
- Offering for sale any merchandise
- Organized sporting events
Anyone violating these sections of the code is subject to a $500 fine and/or 6 months in jail.

Dogs in City Parks
Dogs must be kept on a leash and on the trails at all times while in all City of Pasadena Parks, with the exception of Alice’s Dog Park off-leash area in Vina Vieja Park. According to Pasadena Municipal Code Sections 6.12.010 and 6.12.015: Violation is subject to a $500 fine and/or 6 months in jail.
Why must dogs be kept on leash?
Some people are intimidated by dogs, even friendly ones. While keeping a dog leashed prevents discomfort for other park users, it can also save a dogs life from the threat of passing cars. In addition, many parks support a variety of wildlife. Dogs that are not on a leash or stray from the trail can disturb the natural activities of these animals. An encounter with wildlife can also endanger the health and safety of your pet.
Please clean up after your pet!
Dog waste along trails is a nuisance to encounter and contaminates the local water supply. Park regulations, common courtesy, and good judgment all require that you take special care when bringing your pet to Pasadena natural areas. Thank you for your cooperation!
Off Leash Areas
The only park within the City of Pasadena that allows off-leash dogs is Alice’s Dog Park at Vina Vieja Park, which is located on the east side of Pasadena, south side of Orange Grove Boulevard between Sierra Madre Boulevard and Sierra Madre Villa (map). At the park, there are designated areas for large and small dogs, water and dog waste stations.
Dog Obedience Training
Pasanita Obedience club has conducted novice, open and utility training classes for over 60 years on Wednesday evenings in Brookside Park. The training facilities at Brookside Park have improved through the years from an asphalt parking lot to a large dirt area, to what is now considered the ultimate in training areas – a beautiful grass area with modern lighting and public address system and also a club equipment building.
