Expedited permits and plan check processes are now available through an online application portal. Through the portal, qualified restaurant and retail businesses can apply for express plan checks for structural and non-structural tenant improvements, administrative conditional use permits for alcohol sales, expedited design reviews for qualified retail and restaurants, and temporary outdoor dining permits.

The Permit Center is now OPEN with Limited Services 8 a.m. to 12 p.m. Monday - Thursday

The Permit Center is now open with limited services Monday through Thursday from 8 a.m. to 12 p.m. The following services are available: permit issuance for all subtrade permits, all minor permits (re-roofs, window change outs, bathroom/kitchen remodels per city standards, solar’s under 10kv, demo, soft demo) and all payment processing. Use of public bathrooms and public computers are not currently available.

All new submittals, resubmittals and revisions may be dropped off in the bins outside of the Permit Center off Ramona Ave., or in the Permit Center or may be submitted based on the wait time in the lobby.

If visiting the Permit Center, please note the following:

  • Masks are required at all times.

FAQs

PLAN REVIEW: Is the Permit Center still conducting plan check services?

YES. The Permit Center is continuing to offer plan check services during the temporary closure, although we have adjusted how plans are submitted and fees are paid. Drop-off bins are located at the side of the Permit Center, in front of the employee entrance along Ramona Street between the hours of 8:00 AM-5:00 PM Monday - Thursday and 8:00 AM – 3:00 PM on Alternate Fridays. Plan check fees can be paid over the phone between 9:00 AM to 1:00 PM. Monday through Thursday and on alternating Fridays by calling (626) 744-4200. A staff member will call applicant once plans are ready for payment. Building Permit applications can be found here: https://www.cityofpasadena.net/planning/building-and-safety/bs-applications-forms/#permit-applications

BUILDING PERMITS: Is the Permit Center still issuing new building permits?

YES.  The Permit Center is continuing to issue new building permits. You can email permit applications to Permit_Center_Manager@cityofpasadena.net. Once plans are approved, building permit fees can be paid over the phone between 9:00 AM. to 1:00 PM. Monday through Thursday and on alternating Fridays by calling (626) 744-4200. A staff member will call applicant once permit is ready for payment. Issued permits will be emailed to the applicant once payment is received. If permit requires a job card/approved plans, the staff member will make arrangement with the applicant to pick up permit/job card/approved plans from the Permit Center, in front of the employee entrance along Ramona Street or we will make arrangements with the inspector take it to the job site.

IS THE PERMIT CENTER CLOSED?

NO. The Permit Center is currently not open to the public and in-person meetings with staff are not being offered.  However, some services are still available. Permit and application fees can be paid over the phone between 9:00 a.m. to 1:00 p.m. Monday through Thursday and on alternating Fridays by calling (626) 744-4200. PLANNING APPLICATIONS: Is the City still continuing to process entitlement applications?

YES.  Entitlement applications are still being processed and new entitlement applications are being accepted in the drop-off bins located at the side of the Permit Center, in front of the employee entrance along Ramona Street. Incomplete applications will not be accepted. PUBLIC HEARINGS: Are commission meetings still being conducted?

NOT CURRENTLY. Commission meetings are currently postponed through April 15, however, we are exploring virtual hearings for cases that require land use approvals. Updates will be provided on this page, when available.

CODE COMPLIANCE: Is the City still conducting code enforcement activities?

YES.  Code Compliance is continuing to respond to complaints and are proactively monitoring the City to ensure non-essential businesses remain closed.

Are residential/commercial construction jobs allowed to continue?

YES.  Both Pasadena’s Safer at Home ordinance and the State’s Executive Order allow “Essential Critical Infrastructure Workers” which include the following:

  • Construction Workers who support the construction, operation, inspection, and maintenance of construction sites and construction projects (including housing construction).
  • Workers such as plumbers, electricians, exterminators, and other service providers who provide services that are necessary to maintaining the safety, sanitation, construction material sources, and essential operation of construction sites and construction projects (including those that support such projects to ensure the availability of needed facilities, transportation, energy and communications; and support to ensure the effective removal, storage, and disposal of solid waste and hazardous waste).

Are construction/site workers required to abide by social distancing or other restrictions?

YES.  Construction sites must adhere to social distancing requirements to the extent possible and provide access to a hand washing facility or hand sanitizer. Building Inspectors will be enforcing the aforementioned requirements during scheduled inspections.  As required by existing State law, most construction sites already have a portable restroom equipped with a hand washing facility.

Is the City still conducting building inspections, and if so, what are the expectations?
