The applicant, Summerhill Apartment Communities Investments, LLC, has submitted an application to allow the establishment of a Planned Development zoning district with 206 new multi-family residential units on two adjacent parcels: 444 N. Fair Oaks Ave (Parcel A) and 425 N. Raymond Ave (Parcel B). The proposed multi-family development is 213,826 square feet of floor area and consists of two, three- to five story buildings with 199 units on Parcel A; and three, two- to three-story buildings with a total of seven courtyard units on Parcel B. Parking for the project would be in a two-level underground parking garage located under Parcel A. Parcel A is currently occupied by an existing commercial hardware center and building materials supply company, and Parcel B is occupied by a three-story multi-family residential building with seven units. All of the existing improvements on both parcels would be removed. The project requires reclassification of the project site from FGSP-C-3B (Fair Oaks/Orange Grove Specific Plan – Limited Commercial District 3, Subdistrict “b”) and RM-12 (Multi-Family Residential) zoning districts to the PD (Planned Development) zoning district, and the adoption of a PD Plan. A PD Plan establishes the applicable land use and development requirements.

ENVIRONMENTAL REVIEW
An Initial Study was prepared for the project and concluded that there will be less than significant impacts on the environment with the incorporation of mitigation measures; a Mitigated Negative Declaration has therefore been prepared. Possible impacts on Cultural Resources, Hazardous Materials, Vibration, and Tribal Cultural Resources were identified in the Initial Study.
Comments on the Initial Study and Mitigated Negative Declaration were received in writing until Thursday, December 9, 2021. Comments on the Initial Study and Mitigated Negative Declaration may be submitted in writing by 5:00 Pm on August 10, 2022, to the attention of Beilin Yu, Senior Planner, Planning & Community Development Department, Planning Division, Current Planning Section, 175 North Garfield Avenue, Pasadena, California, 91101; or via email to byu@cityofpasadena.net. If you wish to challenge the Initial Study and Mitigated Negative Declaration in court, you may be limited to raising those issues that your or someone else raised at any public hearing where these documents were considered.

Responses to Comments Received by the Planning Commission
MEETINGS AND HEARINGS
The Planning Commission will conduct a public hearing and consider a recommendation to the City Council regarding the Initial Study (IS) and Mitigated Negative Declaration (MND) for the Project; and the Zoning Map Amendment and PD Plan. The Planning Commission recommendation will be forwarded to the City Council. The City Council will make a final decision at a separately-noticed public hearing. the Planning Commission will conduct a public hearing and consider the proposed application and environmental determination. The hearing is scheduled for Wednesday, August 10, 2022 at 6:30 p.m. Please see the Planning Commission agenda for instructions on how to access the meeting via webcast.
