About Community Planning
Community Planning is part of the Planning Division, which also includes Current Planning and Zoning and Design and Historic Preservation.
Community Planning generally works with the community to guide Pasadena’s growth, striking a balance between the needs of today with the goals for the future, as outlined in the City’s 2015 General Plan.
Community Planning oversees the following…
- Develop and update long-range plans
- Update the Zoning Ordinance and Map
- Review development projects for consistency with the General Plan
Community Planning also provides technical support to the Planning Commission, which is an advisory body to the City Council on the preparation and review of the General Plan, as well as the adoption or implementation of programs under the General Plan.
General Plan
Pasadena’s General Plan is grounded by eight Guiding Principles that cumulatively represent the community’s vision for the future. The Guiding Principles were developed through an extensive program of community outreach and input conducted over a six year period.
General Plan Implementation Program
After an extensive visioning and public engagement process to update Pasadena’s General Plan, the City will now embark on a monumental effort to implement the 2015 General Plan.

Specific Plans
A specific plan is a document designed to implement the goals and policies of the General Plan. Specific plans will be prepared for the seven areas within Pasadena. These plans contain detailed development standards, distribution of land uses, infrastructure requirements, and implementation measures for the development of a specific geographic area.
Master Plans
Some areas of the City are governed by existing Master Development Plans. These plans set forth the rules for development on property owned by major public institutions in Pasadena and are the implementation tools of the General Plan in these areas.
Zoning Code and Map Amendments
A Zoning Map Amendment is a procedure to amend the official zoning map of the City by changing the boundaries of any zoning district.

Community Planning Section is responsible for reviewing and processing a variety of projects, including Zoning Code and Map Amendments, General Plan Implementation, General Plan Text and Map Amendment, Specific Plans, and Master Plans.

Climate Action Plan
Climate change presents Pasadena with both complex challenges and tremendous opportunities. In the fall of 2015, the City of Pasadena embarked on a process to develop a Climate Action Plan (CAP) to reduce community-wide GHG emissions and combat climate change.
