PROJECT DESCRIPTION

The South Fair Oaks Specific Plan received approval from the City Council on October 17, 2022. The plan is anticipated to become effective in Mid-November. The SFOSP Update area is located in the southwest region of the City of Pasadena in Los Angeles County. It is generally bound by Del Mar Boulevard to the north, the City of South Pasadena to the south, Pasadena Avenue to the west, and the Metro L Line Right-of-Way (ROW) and Arroyo Parkway to the east. The approved plan includes new regulations and development standards that would help implement the plan’s vision for a creative, innovative, and health-oriented mixed-use district that provides multi-family housing, neighborhood-serving amenities, medical services, and educational and employment opportunities accessible to transit for residents, employees, students, and faculty.

ENVIRONMENTAL REVIEW

A Notice of Determination was prepared for the project to advise that the City of Pasadena has conducted first and second reading of the EIR Addendum for the proposed South Fair Oaks Specific Plan (SFOSP) Update, and has made the following determinations regarding the above described project:

On July 11, 2022, the City Council adopted the addendum to the 2015 Pasadena General Plan Environmental Impact Report, and found that the addendum properly disclosed only minor technical changes or additions to the EIR, and none of the conditions triggering a subsequent or supplemental EIR were present, as set forth in State CEQA Guidelines Section 15164.
