Description:
This project provides for the installation of electronic speed feedback signs or full electronic changeable message boards that will promote compliance with posted speed limits. Additional speed management measures, such as raised medians, will also be identified and implemented as needed. This program aims at managing vehicular speed along major arterial and collector streets, but can also be used on local streets, near schools, senior centers, and other high pedestrian or high bicycle use areas.
Justification:
Vehicular speeding is a major concern citywide. A significant number of traffic collisions in the City are related to unsafe speeds. Streets with speed limits that promote self-compliance improve traffic safety and reduce the burden for providing continuing police enforcement citywide. A speed management program is also consistent with the 2015 Mobility Element of the General Plan to manage the speed of travel at or below that speed limit.
Completed Improvements:
The construction of six new electronic speed feedback signs at four locations as part of the Arterials Speed Management Program fiscal year (FY) 2021-2025 is now complete. The project improvements consist of the following improvements:
- Two electronic speed feedback signs for northbound and southbound traffic on El Molino Avenue between Del Mar Boulevard and California Boulevard;
- One electronic speed feedback sign for northbound traffic on Los Robles Avenue between California Boulevard and Fillmore Street;
- Two electronic speed feedback signs for eastbound and westbound traffic on Del Mar Boulevard between Berkeley Avenue and Grand Oaks Avenue;
- One electronic speed feedback sign for eastbound traffic on Green Street between Orange Grove Boulevard and Grace Terrace.
History:
This five-year phase was created and initially funded in FY 2021. This project was originally created in FY 2010, initially funded in FY 2011, and has been an ongoing project. Since inception of this project, 62 electronic speed feedback signs have been installed. With the addition of the six new signs, a total of 68 electronic speed feedback signs have been installed.
Funding:
The project is funded by the Gas Tax.
