Project Description
The Department of Public Works is initiating the resurfacing of Fair Oaks Avenue, extending from Washington Boulevard to just north of Montana Street, along the City/County jurisdictional boundary, and Madison Ave, from Orange Grove Blvd to Villa St.
Justification
This effort follows the completion of Pasadena Water and Power’s (PWP) Fair Oaks Water Main Replacement Project in March 2025. That project required extensive trenching along Fair Oaks Avenue to replace two aging water mains that had been in service for nearly a decade. Due to the high cost of restoring the trench cuts in the predominantly concrete roadway, PWP and the Department of Public Works explored a more cost-effective and comprehensive solution. Rather than just repairing the trench, the City opted to resurface the entire roadway width, meeting restoration needs and improving overall pavement conditions within a similar budget.
In addition, based on community input and in collaboration with the Department of Transportation (DOT), the City is evaluating a lane reconfiguration along this stretch of Fair Oaks Avenue. For more information and status of the lane reconfiguration, please visit: North Fair Oaks Safety Project
To maximize efficiency and cost savings, pavement restoration on Madison Avenue (from Villa Street to Orange Grove Boulevard) has also been included as an alternate bid item.
Scope
Trench repair and full-width pavement resurfacing with new material, curb and gutter repairs, curb ramp improvements, utility adjustments, updated roadway striping and layout modifications
