On January 12, 2026, the City of Pasadena awarded the Installation of the Intelligent Transportation System (ITS) Projects and Traffic Flow Improvements – Within Affected State Route (SR)-710 Corridors. The construction is scheduled to commence June 29, 2026 through December 2026.
Description:
The proposed improvements consist of the installation of new traffic signal equipment and fiber optic communication upgrades at up to 35 intersections in Pasadena’s core commercial area, including key corridors such as Orange Grove Boulevard, Colorado Boulevard, Green Street, and Holly Street, located south of the I-210 Freeway. These upgrades will allow for the development of improved coordination plans and improved traffic flow, reducing delay for roadway users while simultaneously providing the ability to manage traffic speeds.
Justification:
This project will improve traffic operations and complement the corridors in the City that are being updated with adaptive traffic/traffic responsive control system signal technology. This project is within the Master Plan: 710 Relinquishment Area.
Environmental Analysis:
On January 12, 2026, City Council found the project herein to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, and Section 15302, Class 2. Class 1 consists of minor alterations of existing public facilities involving negligible or no expansion of use beyond that previously existing at the time of the lead agency’s determination. Class 2 consists of replacement or reconstruction of existing equipment. There are no features that distinguish this project from others in the exempt class and, therefore, there are no unusual circumstances.
Funding:
The proposed project is funded by the Measure R Mobility Improvement Grant through Metro.
