Project Update:
On 05/18/20, the City of Pasadena will award Pedestrian Safety at Signalized Intersections, on Colorado Boulevard at Fair Oaks & Avenue and Lake Avenue at Mountain Street. The Contractor is expected to begin construction in July 2020 and anticipate construction Completion in October 2020.
Description:
This project consists primarily of the construction of curb extensions at the intersections of Colorado Boulevard and Fair Oaks Avenue; and Lake Avenue and Mountain Street, along with associated miscellaneous concrete work such as: sidewalk, cross gutter, bus pad, curb, gutter, curb ramp, and driveway. Road work also includes but is not limited to AC pavement reconstruction, Scrambled AC stamped scramble crosswalk at Fair Oaks Ave & Colorado Blvd, traffic striping and traffic signal upgrades as described below.
The traffic signal work at Lake and Mountain includes installing traffic signal and street light standards. It also includes furnishing and installing traffic signal equipment, conduit, conductors, pull boxes, removal of existing traffic signals, and miscellaneous appurtenant work. The signal work at Fair Oaks and Colorado entails installation of new foundation for future project, as well as conduit to existing pullbox to be stubbed out at the new foundation.
Justification:
The project is consistent with the City Council’s goal to “Improve, maintain and enhance public facilities and infrastructure.” It also supports the Public Facilities Element of the General Plan by maintaining public facilities to enhance the quality of life of the community.
Environmental Analysis:
On May 18, 2020, City Council will determine the project is categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in Section 15301 (c), Existing Facilities, of the California Code of Regulations Title 14, Chapter 3. This exemption includes minor alterations involving negligible expansion of use beyond that previously existing. There are no changed circumstances or new information which would require further environmental review.
HSIP Federal Funds:
This project is partially funded through HSIP Funds. The Highway Safety Improvement Program (HSIP) is a core Federal-aid program with the purpose to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned roads and roads on tribal land. The HSIP requires a data-driven, strategic approach to improving highway safety on all public roads with a focus on performance.
Resurfacing Treatments: This project consists of placing a High Stability Asphalt Pavement at the Intersection of Colorado and Fair Oaks. High Stability asphalt pavement prevents from the shoving and rutting of asphalt due to heavy vehicle loads, or excess traffic loads.
The intersection of Lake and Mountain will be resurfaced with Asphalt Rubber Hot Mix (ARHM). Asphalt-rubber is a mixture of hot asphalt binder and crumb rubber manufactured from scrap or waste tires. Asphalt-rubber contains visible particles of scrap tire rubber. The recycling of tires into the asphalt pavement helps the final layer maintain a dark color for longer period of time. This rubber mixture also assists in the elasticity of the pavement surface a preventing from pavement cracks, as well as creating a quieter vehicular ride.
