Transit Signal Priority Project

On April 21, 2025, the City of Pasadena awarded the Installation of transit signal priority system improvements along four corridors including the fiber optic communications. The construction is scheduled to commence February 2026 through July 2026.

Description:
The proposed improvements consist of the installation of transponders that are compatible with Metropolitan Transit Authority Rapid Bus technology on all of Pasadena Transit buses to provide transit signal priority and improve reliability of transit operations and scheduling. The project includes upgrading 42 intersections to accommodate transit signal priority.

Intersection improvements include installation of new traffic signal controllers, installation of transit signal priority intersection hardware, signal timing updates, software, and firmware updates, and other associated upgrades to make the system more functional.

Justification:

The Transit Signal Priority (TSP) Project will enhance the efficiency and reliability of Pasadena Transit operations by allowing buses to communicate directly with traffic signals. This improvement will help ensure consistent on-time performance, reduce passenger wait times, and improve the overall quality of service for transit riders.

The project supports the City’s Mobility Element Objectives 4.1 and 4.2 by improving the pedestrian environment, increasing the availability and use of transit, and improving and stabilizing the flow of traffic on local streets. By upgrading the signalized intersections and modernizing the traffic control system, the project will also improve traffic management capabilities citywide.

Ultimately, the project promotes a more reliable, efficient, and environmentally sustainable transit system, encouraging greater use of public transportation and supporting the City’s broader goal of reducing single-occupancy vehicle trips and enhancing multimodal mobility.

Environmental Analysis:

This project has been determined to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, Existing Facilities. Class 1 consists of minor alterations of existing public facilities involving negligible or no expansion of use.

Funding:

The proposed project is mostly funded by MTA Grant – Proposition C and Proposition A (Transit)- Future Capital Projects Reserve, with some additional funding from the City of Pasadena Traffic Reduction Fee.
