Understanding rent adjustments is essential for both tenants and landlords. To help educate, the Pasadena Rent Stabilization Department is hosting a dedicated workshop this month to explain rent rollback requirements and allowable increases under Charter Article XVIII.  

The workshop will take place on Tuesday, May 13, 2025, at 6 PM at the Rent Stabilization office building, located at 199 South Los Robles Avenue, Conference Room on the first floor. Attendees may participate in person or virtually via Zoom by visiting Bit.ly/MonthlyRSDWorkshops.

This session will cover:

  • Establishing the Base Rent: Learn how the initial “Base Rent” was determined for units subject to rent control.
  • Rent Rollback Requirements: Find out when a rent rollback is required and how to determine if a unit qualifies.
  • Annual Rent Adjustments: Understand how and when landlords can apply allowable rent increases.
  • Downward Adjustment Petitions: Tenants will learn how to file a petition to reduce rent due to unlawful rent increases.
  • Compliance Requirements: Review the key responsibilities for landlords and protections available to tenants under Pasadena’s rent stabilization laws.

This workshop offers a timely opportunity for the Pasadena community to gain clarity on rent-setting policies and ensure compliance with the City’s Rent Stabilization Charter Article. Department staff will be available to answer questions and provide helpful materials to support both renters and property owners.
