Pasadena’s rent stabilization law includes just-cause eviction protections designed to promote housing stability and ensure evictions occur only for allowable reasons. These protections apply to many rental units in the city and help clarify the rights and responsibilities of both tenants and landlords.

🔹What Is “Just Cause” for Eviction?

Under Article XVIII of Pasadena’s Charter, landlords may only evict a tenant for specific, legally defined reasons. These reasons generally fall into two categories:

  • At-fault just causes, such as nonpayment of rent or a material breach of the lease; and
  • No-fault just causes, such as owner or qualified-relative move-in or withdrawal of the rental unit from the market.

Evictions that do not meet one of the recognized just-cause categories may not be permitted under Pasadena law.

Just-cause protections help ensure that tenants are not displaced without a valid reason, while also providing landlords with a clear framework for when eviction may be allowed. Understanding these rules can help both parties avoid misunderstandings and ensure compliance with Pasadena’s rent stabilization regulations.

Tenants who receive an eviction notice and landlords considering eviction are encouraged to review just-cause requirements carefully before taking action.
