November: Understanding Pasadena’s Property and Unit Exemptions

A person wearing a yellow sweater sits on a chair using a laptop, with the screen displaying a webpage. Next to them, a blue graphic reads: “November Tip of the Month — Understanding Pasadena’s Property and Unit Exemptions,” accompanied by the Pasadena Rent Stabilization Department rose logo..

Did you know some rental units and properties in Pasadena may be exempt from certain requirements under Charter Article XVIII, including the Rental Registry and the Rental Housing Fee?

If you believe your unit or property qualifies for an exemption, you must still log into the Rental Registry and submit an exemption application to claim that status. Below is a list of common reasons a property or unit may qualify for exemption from the Rental Registry or Rental Housing Fee:

🔹 Units Exempt from the Rental Housing Fee (must apply for a unit exemption):

  • Fully owner-occupied units
  • Units that are vacant and unavailable for rent for the entire fiscal year
  • Units occupied rent-free (e.g., by a qualifying relative)
  • Units where the owner shares a bathroom or kitchen with the tenant
  • Temporary tenancies under Section 1805(a)
  • Affordable units owned or managed by a nonprofit under a tax credit program
  • Government-subsidized units (if exempt under state or federal law; check with RSD to confirm)

🔹 Properties Exempt from Rental Registration (must apply for a property exemption):

  • Owner-occupied single-family homes or condos
  • Dormitories owned by accredited colleges or universities
  • Nonprofit affordable housing under a tax credit program
  • Government-owned or managed properties exempt by state/federal law
  • Hospitals, convents, monasteries, or similar care facilities
  • Nonprofit homes for the aged or treatment/recovery facilities

Tip: Exemptions are not automatic. You must register the unit or property and file the appropriate exemption through the Rental Registry system.
