Residential Overnight Parking

Qualified applicants can receive up to a maximum of 2 permits per residence.

Exempts your vehicle from the overnight parking ordinance. Requires you to have more vehicles registered to your address than you have space for them on site. Permitted vehicle(s) must park on the street within 500 feet of permit holder’s address between 2:00 a.m. and 6:00 a.m. Permit valid 1-year from date of purchase.

Annual Overnight On-Street Parking Permit Basic Qualifications

  • You must have more vehicles than the available off-street parking at your residence.
  • All vehicles MUST be currently registered to the address on the application.

Application Process

The City of Pasadena is going virtual! Once your permit request(s) have been approved and paid for, you will automatically be issued a virtual permit utilizing the license plate(s) you provide during the application process.  Your license plate will be your permit. The City will not mail any physical permits.

There is a permit application fee of $52.00 for applications requiring a field inspection. A field inspection is required if the address has not applied for a permit in the past. The application fee will be deducted from permit fees for approved applications.

After your completed application has been received and processed, the Parking Division will then investigate the following criteria:

  • Verification of the information listed on the application.
  • Verification that all vehicles listed on the application are currently registered to that address.
  • Verification if the property is subject to a field inspection for confirmation of parking spaces on the property.
  • Vehicle is not oversized (i.e. not in excess of 7 feet in height or width).
  • The actual number of parking spaces at the residence. Parking spaces available on the property shall not be used for purposes such as storage. This includes using your garage or driveway for any purpose other than the parking of your passenger vehicle.
  • Vehicles registered as “non-operational” with the Department of Motor Vehicles are considered storage and will be cause for denial of your application.
  • Verification that adequate off-street parking, whether free or paid, is not available within 600 feet of your residence. You will not qualify for a temporary parking permit if you can obtain an additional parking place at your complex by paying an extra monthly fee or if there is a commercial parking lot that allows overnight parking for a fee.

Denied Applications

If your parking permit application is denied, the Parking Division will notify you by mail/email. Should you have any questions regarding the denial, please call (626) 744-7665.

Students

If you are a student living in Pasadena while attending school in the area and your vehicle is registered to your primary residence at a different location, in addition to completing an application for the parking permit and providing ALL of the registrations for the vehicles parking at your residence, you will need to complete a STUDENT REQUEST FOR EXEMPTION FORM in order to be exempted from the change of address requirement. You MUST also provide a copy of your valid driver’s license and your valid current student identification card and/or current school registration at the time you submit the application. These requirements shall apply to all students living at the residence.

Change of Address

If your vehicle registration address does not match your home address you will need to change the registration address. Go to DMV Online Change of Address System and follow the instructions on how to update your vehicle registration address. Please include a copy of your confirmed change of address with your application or we will be unable to process your application.

Permits are location specific. If you move outside of the City, please contact the Pasadena Parking Office as soon as possible. You may be eligible for a prorated refund.

If you move to a location inside the City of Pasadena and still need to park your vehicle on the street, please contact the Parking Office and we will update your information if you still qualify for permits at the new address.  Your previous permits are not valid at your new address until approved by the parking office and you may be subject to citation.

Company Vehicles

If you have a car registered to a company that you take home at night, in addition to the vehicle registration, you will need to provide a letter from your supervisor on your company’s letterhead indicating that that specific car has been issued to you and that you are authorized to take the vehicle home at night and park it at your residence. The letter must include the address of your residence, and the make, model and license plate of the vehicle.

Commercial vehicles under the Pasadena Municipal Code shall not be parked on the street overnight.

Temporary Parking Permit

If your application requires a field check, a three-week temporary parking permit will be issued for your vehicle during the investigation process. If you have not received confirmation on the status of your permit prior to the expiration date of your extended permit, please contact the Parking Division at (626) 744-7665 or email parking@cityofpasadena.net to check the status.

You may purchase temporary overnight parking exemptions. Nighttime exemptions allow you to park on street between the hours of 2 A.M and 6 A.M. and are valid in any legal parking space. These exemptions grant you no other special parking privileges.

No refunds will be issued for used or unused exemptions.

Temporary Overnight Parking Exemptions cost $3 per night per vehicle and there are three different options for purchase:

  1. At kiosks located throughout the City.
    You can purchase up to 10 consecutive nights at a time beginning with the night you make the purchase. (See the map )
  2. Online.
    Permits can be bought in advance and can be purchased for up to 30 days. The cost is $3 per vehicle per night with a $3.50 service charge.

Residential Daytime Parking

Preferential Parking

The public is reminded that on October 27, 2014, the City Council approved the modification of the existing preferential parking permit program to include all residential streets with time limited parking as preferential parking areas effective July 1, 2015. The purpose of this modification was to provide the means for residents of streets with time limited parking to choose to be exempt from the time limits near their residences.

Residents within the boundaries of this new program are encouraged, but are not obligated, to participate in this preferential parking permit program. Residents who elect not to participate at this time, may opt in at a future time.

Types of Preferential Parking Permits


 

Resident Permit

Each household within an established PPP district, where the restriction has been posted after a voting process, is eligible to receive up to three (3) residential parking permits, with the submission of a current and valid vehicle registration. The address on the vehicle registration must match the address of the residence which qualifies for a preferential parking permit. These permits are to be used by persons residing at the property.

Visitor Permit

Each household within an established PPP district, where the restriction has been posted after a voting process, is automatically eligible for three (3) visitor permits. These permits are to be used by persons who are visiting or conducting business in their home.

Daily Permit

Each household within an established PPP district, where the restriction has been posted after a voting process, is eligible to receive guest daily permits which are distributed in batches of 10 to be used for guests.


Preferential Parking Permits Fee

Other Permits

The City recognizes the occasional need for construction vehicles to be allowed to park in time restricted zones for a period of time longer than posted. To best accommodate this need, a Temporary On-street Construction Parking Permit program has been implemented.

What are the qualifications for a Construction Vehicle Parking Permit?

In order to qualify for a temporary on-street construction parking permit your vehicle must be a construction vehicle or a vehicle used to carry construction equipment and/or tools used for construction and/or maintenance. Please be advised that issuance of a Temporary On-street Construction Parking Permit is subject to review and is a privilege and not a matter of right. In order to qualify for a permit, you must meet the eligibility requirements of the program and submit photocopies of the documents listed below.

A photocopy of a valid City of Pasadena construction permit (building, plumbing, electrical, HVAC, etc.) or signed contract with the property owner must be submitted at the time of permit issuance. Address on permit or contract must match parking location.
Permits will not be issued 6 months past the expiration date listed on any City of Pasadena construction permit or signed contract (subject to review)
Construction workers using their personal vehicles to park at a job site do not qualify for a construction vehicle parking permit.

Where can construction workers park?

Construction workers are encouraged to carpool to construction sites and find parking in nearby parking structures and parking lots. If construction occurs in residential areas with parking restrictions, construction workers may purchase Temporary Daytime Parking Exemptions which will allow them to park in time restricted zones for a period of time longer than posted.

Where can I park with a Construction Vehicle Parking Permit?

Vehicles must be parked in a space where it is legal to park and within 1,000 feet of the worksite.
The Temporary Construction Parking Permit SHALL NOT EXEMPT the vehicle displaying the placard from complying with any parking regulation including the following restrictions: “No Stopping” Zones, Handicapped Zones (Blue Curb), “Tow Away” Zones, Fire Hydrants, Red Curb, Taxi Zones, Red Curb for Bus Zones, No Parking for Street Cleaning, Passenger Loading Zones (White Curb), Commercial Loading Zones, and Temporary Parking or Stopping Restrictions. Vehicles may not impede traffic or affect public safety.

Temporary On-street Construction Parking Permits are not valid on metered streets unless a need to park at a meter has been determined by the Department of Transportation and prior arrangements have been made with the Parking Office for payment of meter fees.

Temporary On-street Construction Parking Permits are not valid between 2:00 a.m. and 6:00 a.m.

What if I need to park my Construction Vehicle at a meter or in a particular location to perform routine maintenance?

If you need to park your construction vehicle at a meter to access a home or building to perform annual or routine maintenance please contact the Parking Office and inform them about your need to park at a particular location. Additional fees may apply for temporary no parking signs and meter fees.

Please keep in mind that in order to secure a particular location, temporary no parking signs will be issued and must be posted at least 24 hours in advance of the requested time and date.

What is the cost and duration of the Construction Vehicle Parking Permit?

You may purchase a single day or monthly construction vehicle parking permits. The cost of permits is as follows:

  • Monthly Permits are $78.00 per month, per vehicle in commercial and business areas
  • Monthly Permits are $48.00 per month, per vehicle in residential area
  • One Day Permits are $24.00 for one day, per vehicle in residential, commercial and business areas

Is there a maximum number of Parking Permits that I may purchase?

No more than 6 permits will be issued to any one qualifying construction address. Renewal permits are subject to review prior to issuance. Additional permits require the approval of the Parking Manager.

Do I need a permit to park a moving vehicle on the street?

If the Moving Vehicle is 25 feet in length or less a moving permit is not required. However, a traffic review is required for all Moving Vehicle requests.  Applications must be submitted 10 days prior to your moving date.  It is recommended that you obtain approval on the size of your moving vehicle prior to renting or scheduling your move.  To facilitate your move you may reserve a parking space in front of your home or business by purchasing Temporary No Parking signs from the Parking Office. The fee for a Temporary No Parking sign is $1.50 each. In addition, if you will be parking at meters you will also be required to pay meter fees. During non-meter hours of operation or when meters are not present, a street usage fee of $1.00 per hour per space will be charged to reserve the parking space for you.

In order for Temporary No Parking signs to be enforceable, they must be posted at least 24 hours in advance and called in to Parking Enforcement at (626) 744-6440 to confirm posting. Therefore, you must obtain Temporary No Parking signs and post them at least 24 hours prior to your scheduled move date and time.

In order to ensure public safety, if the moving vehicle is 26 feet in length or over you are required to obtain a Moving Permit. Please download the attached application and forward it to the Parking office at least 10 days prior to your moving date so that our Traffic Division has sufficient time to review your application and issue a moving vehicle permit. It is recommended that you obtain approval on the size of your moving vehicle prior to renting or scheduling your move.

Why am I required to obtain a Moving Vehicle Permit if my vehicle is over 26 feet in length?

Due to a recent increase in the use of large moving trucks within the city of Pasadena and to ensure public safety and protect the rights of everyone using the public right of way for parking, a Moving Vehicle Permit is required for vehicles over 26 feet in length.

What is the fee for a Moving Vehicle Permit and what do the fees cover?

The fee for a Moving Vehicle Permit is $74.00. Additional fees apply if you need to park your moving vehicle at meters. The fee covers processing of your permit by the Parking Office and review of your application by the Traffic Division. It includes the issuance of up to four Temporary No Parking signs. The Traffic Division will review your application to ensure that your moving vehicle does not create a traffic hazard, community inconvenience or nuisance, ensure that there is sufficient space for you to park the moving vehicle without blocking driveways and that there is no sight visibility issues at intersections and adjacent driveways.

Does my Moving Permit exempt me from other posted regulations?

The Moving Permit reserves the space to park your moving vehicle and exempts the vehicle from the time restrictions only.

A Moving Permit does not exempt the moving vehicle from the following restrictions: “No Stopping” zones, handicapped zones (Blue Curb), “Tow Away” zones, fire hydrants, taxi zones, red curbs, bus zones, no parking for street cleaning, passenger loading zones (White Curb), commercial loading zones, parking meters (unless arrangements have been made with the Parking Office), and temporary parking or stopping restrictions. It is recommended that the applicant read the posted signage prior to completing the Moving Permit Application.

Am I allowed to park my moving vehicle overnight?

Moving vehicles may only be parked on the public right of way between the hours of 7:00 am to 7:00 pm. Moving vehicles parked on a city street after 10:00 pm shall be subject to citation.

Moving Vehicle Parking Permit Application

HOLIDAY OVERNIGHT PARKING CITATION MORATORIUM
Please note: Holiday Overnight Parking Citation Moratorium – 2 am to 6 am, from December 23 thru January 3. Vehicles legally parked on the street during the aforementioned hours and dates will not receive a citation for overnight parking. Overnight parking citations will resume being issued the morning of January 4, at 2 am.

RV Application

Can I park an RV overnight in the City of Pasadena?

Overnight parking of RV’s is only allowed for loading and unloading before and after trips with an RV Permit obtained from the Parking Office. An RV permit allows a 48 hours period for loading prior to a trip and a 48 hours period for unloading at the conclusion of your trip.

Do I need a permit just to load/unload?

No permit is needed for the immediate loading and unloading of your RV. We recommend that you apply for a permit if you anticipate parking your RV overnight or leaving it unattended for a prolonged period of time.

What are the qualifications to obtain an RV permit?

In order to obtain an RV permit in the City of Pasadena, the RV must be registered or rented by a Pasadena resident. Please provide a copy of the vehicle registration or a copy of the rental agreement when applying for a permit. Registration must be current and valid.

Where do I go to apply for an RV permit?

An application for an RV permit must be submitted to the Pasadena Parking Office located at 100 N. Garfield Avenue, RmN106, Pasadena, CA 91109. RV permits are only for Pasadena residents.

Where can I park my RV if I obtain a permit?

Parking of RV’s is allowed in residential areas only. RV’s shall park directly in front of the permitted residence, within 500 feet of the residence, or at the location approved by the Department of Transportation. RV parking is prohibited in commercial and business districts.

What is the fee for an RV permit?

The fee for an RV permit is $56.00. This fee includes 48 hours prior and 48 hour at the conclusion of a trip.

What is the penalty for parking without a valid RV permit?

RV’s and trailers parked overnight on a City street or within the public right of way without a permit will be subject to citation. The amount of the citation is $137.00.

Special Event Sponsor’s Valet Parking Permit

A Sponsor is typically a business or property owner and is ultimately responsible for ensuring that the valet parking operator is compliant with all rules and regulations pertaining to the valet parking operation. The Sponsor is responsible for all street usage and parking meter fees for use of on-street parking or loading spaces used for drop-off and pick-up of vehicles.

The Sponsor will also be notified of any violations to the permit and failure of the Sponsor or the Operator to comply with any regulations may result in revocation of the permits.

Documents that shall be accompanied with a valet parking permit application for the Sponsor include the following:

  1. A signed statement by the Sponsor that there is a need for valet services.
  2. Certificate of Insurance for the selected valet operator.
  3. A copy of the selected valet operator’s current operator permit issued by the city.
  4. A circulation map indicating the routes to be used between any passenger loading zone (or other vehicle drop-off point), the parking or storage location, and back to the pickup point. (The diagram shall indicate the location of any proposed signs or attendant’s stands, including the dimensions of the signs or attendant’s stands with respect to the sidewalk area.) If the business establishment provides sidewalk dining, the diagram should also show the sidewalk dining area.
  5. A copy of a written contract, license or lease between the Sponsor (or the Sponsor’s establishment) and the operator of any parking facility or storage area designated as the parking or storage location. (The contract or covenant shall contain a provision that it cannot be cancelled without at least thirty (30) days written notice to the other party and to the City of Pasadena.)
  6. Disclosure of all prior valet parking permits issued to the Sponsor’s current or prior businesses located in Pasadena.
Any new sponsor or operator’s permit applications will require a public hearing held by the director of transportation or his designee.
This process normally takes 4-6 weeks.

 

Can I park a wheeled/trailed storage container on the street?

To park a wheeled or trailered storage container temporarily on the street or in the public right-of-way, a permit MUST be obtained from the Parking Division of the Transportation Department. The application for a permit that begins the process can be obtained at the Parking Office public counter located at 100 N Garfield Avenue, Rm N106.

What is the difference between a wheeled/trailered storage container and a portable storage container?

A wheeled/trailered storage container has wheels, a license plate, connects to a cab, and is permitted by the Department of Transportation.

A portable storage container does not have wheels or a license plate and is permitted by the Department of Public Works. For placement of portable storage containers within the public right of way, please contact the Department of Public Works at (626)744-4195 regarding obtaining a permit.

How long can I park a wheeled/trailered storage in the public right of way?

You may park a wheeled/trailered storage container for a maximum of 2 days and one night. In extreme circumstances, if you will need to park your vehicle more than one night you must obtain approval from the Parking Manager.

What is the fee for a Wheeled/Trailered Storage Container and what does the fee Cover?

The fee for a Wheeled/Trailered Storage Container is $211.00. The fee covers processing of your permit, street rental fees, review and inspection of your application and Wheeled/Trailered Storage Container by the Department of Transportation. It includes the issuance of up to four Temporary No Parking signs. The Traffic Division will review your application to ensure that your Wheeled/Trailered Storage Container does not create a traffic hazard, community inconvenience or nuisance, ensure that there is sufficient space for you to park the moving vehicle without block driveways and that there is no sight visibility issues at intersections and adjacent driveways.

How long does it take to process an application for a Wheeled/Trailered Storage Container?

We ask that you submit your application to the Parking Division of the Department of Transportation at least 10 working days in advance to allow sufficient time to review your application.

A wheeled or trailered storage container must have reflectorization in accordance with City standards which may include the placement of type 2 barricades with flashers if the vehicle does not have rear reflectorized lights. Caution must be taken to safeguard the traveling public and other parked vehicles. Applicant will be held responsible for any accidents resulting from the location of this equipment, as well as for damage to public trees, streets, curbs, meters, sidewalks and other public property.

Rules and Regulations for Wheeled/Trailered Storage Containers

Each application shall require:

  1. The name and address of the applicant, showing legal identity (individual, partnership, or corporation, etc.) as applicable. The applicant must be the person residing in the home or the person operating the business in front of which the wheeled or trailered storage container is to be placed;
  2. The purpose in requesting the permit.
  3. The business location and owner of the wheeled or trailered storage container;
  4. The duration the wheeled or trailered storage container would be stored on public right-of-way (10 day maximum);
  5. All other information reasonably required by the Director of Transportation or his designee, to fulfill the intent of the application;
  6. As a part of the application, the applicant agrees to absolve the City of any claims or any liabilities in connection with the placement/parking of trailer or wheeled storage container.

The Director of Transportation or designee may inspect the site to ascertain a possible alternative to placing the trailer or wheeled storage container on the street.
If no such alternative exists, the Director of Transportation or designee may inspect the proposed street location to determine if a traffic hazard, community inconvenience, or nuisance will be created.

If trailer or wheeled storage container must be placed in the public street, the Director of Transportation or designee , may approve the location by pre-inspection where the proposed trailer or wheeled storage container is to be placed, taking into consideration such factors as distance from intersection, proximity of neighboring driveways, visibility offered to drivers, etc.

The Director of Transportation or designee shall determine the maximum length of time the bin shall be allowed to remain on the City street. (NOT more than ten (10) days except in extraordinary circumstances at the sole discretion of the Director of Transportation or designee).
The completed application and recommendation shall be considered by the Director of Transportation or designee, for approval/disapproval.
The applicant shall be notified of approval/disapproval.

If approved, the applicant shall indemnify and hold harmless the City of Pasadena, and pay the associated fees per city fee schedule based on duration of described permit.
