Temporary Overnight Permit

Due to the Coronavirus emergency, the City has suspended enforcement of the overnight parking ordinance.
This will remain in effect until the City lifts the emergency declaration. Please check back for updates.

Temporary Overnight Permits

This program provides residents with the means to obtain a temporary overnight and daytime parking exemption (TODPE). Temporary overnight and daytime parking exemptions may be purchased at five (5) conveniently located kiosks, throughout the City (TODPEK). Currently, only temporary overnight parking exemptions are available online (TOPEO). Residents wanting to temporarily park their vehicles on the street between the hours of 2 a.m. to 6 a.m. must purchase an overnight parking exemption. Residents wanting to temporarily park their vehicles on the street between the hours of 6:00 am to 11:59 pm must purchase a daytime parking exemption. TODPEs may not be purchased after receiving a parking citation.

Mobile Payment Option

Pasadena residents can now utilize Pasadena's PassportParking mobile app to purchase a temporary overnight exemption.  The PassportParking app is free to download through the App Store and Google Play.   You can also manage your parking via the web at https://www.ppprk.com/park/

  • Enter your vehicle's license plate number into the system, or the last 7 digits of the Vehicle Identification Number (VIN) if the vehicle has no license plate.
  • Enter zone 6295 to pay for the overnight exemption.  (At this time, only one night can be purchased per transaction via the app)
  • Exemption cost is $3.
  • 10 cent service fee per transaction to use the app.

When purchasing exemptions, please make sure you select the correct exemption (overnight or daytime) and that the correct number of days is accurate. No refunds will be issued for exemptions purchased.

Temporary Overnight Parking Exemptions

Temporary overnight parking exemptions are valid only in front of or abutting any property improved exclusively for residential use. “Residential use” means either single-family or multiple family dwellings, but shall not include business, industrial or commercial properties.

Temporary Daytime Parking Exemptions

Temporary daytime parking exemptions are valid in residential, business, and commercial areas. A temporary daytime parking exemption is valid from 6:00 a.m. to 11:59 p.m. and exempts vehicles from the day-time restrictions only. Daytime exemptions are not valid in metered spaces. You must obey all other posted and applicable restrictions.

Conditions of Use

  • Overnight parking exemptions are valid only from 2 a.m. to 6 a.m. Daytime parking exemptions are valid only from 6:00 a.m. to 11:59 p.m.
  • Exemptions expire on the date shown on receipt.
  • Receipt MUST be clearly displayed on driver’s side of vehicle dashboard.
  • Expiration date and license number MUST be legible and clearly visible to Parking Enforcement officers.
  • Temporary Overnight and Daytime parking exemptions are valid only for vehicle with matching license number listed on receipt.
  • Temporary Overnight and Daytime parking exemptions are not valid for vehicles with an expired registration or for non-operational vehicles.
  • Vehicles MUST be moved after 72 consecutive hours or be subject to citation and/or tow.
  • Temporary Overnight parking exemptions are not valid in industrial commercial or business districts.
  • Temporary Daytime Parking Exemptions are valid in residential, commercial, and business districts.
  • Overnight and Daytime Parking Exemptions are not valid at metered spaces during hours of operation.
  • Tampering with or duplication of the receipt is strictly prohibited and will prompt a citation and/or tow.
  • TODPEs do not provide exemption from any other parking laws or requirements.
  • Temporary Overnight and Daytime Parking Exemptions are not valid for commercial or over-sized vehicles.

Warning: You may be subject to a citation if your exemption does not legibly contain the license plate information and/or is not visibly displayed for parking enforcement to read.

Purchase TOPE at Kiosk (TOPEK)

You may purchase a Temporary Overnight Parking Exemption online (TOPEO) or at one of our five convenient locations (TOPEK). Currently, Temporary Daytime Parking Exemptions are only available the kiosks.

Purchase TOPE Online (TOPEO)

Overnight – $3 per night, per vehicle.
Daytime – $6 per day, per vehicle.
Maximum – 10 consecutive nights or days
