City of Pasadena Active Transportation Plan
The City of Pasadena is developing a citywide Active Transportation Plan to create a safer, more connected, and accessible transportation network for people of all ages and abilities. The Plan will guide future investments that make it easier to walk, bike, roll, and connect to public transit while supporting healthier neighborhoods and a more sustainable community.
Building on Pasadena's longstanding commitment to improving mobility and transportation safety, the Active Transportation Plan will engage the Pasadena community to identify opportunities to enhance sidewalks, bikeways, intersections, trails, crossings, and other transportation infrastructure that supports everyday travel throughout the City.
The Active Transportation Plan will serve as a long-range planning document that establishes a community-informed vision for active transportation and helps prioritize future projects, policies, and funding opportunities. Throughout the planning process, residents, businesses, schools, community organizations, and stakeholders will have multiple opportunities to help shape the Plan through surveys, workshops, pop-up events, and community conversations.

What is Active Transportation?
Active transportation refers to walking, bicycling, rolling, and other forms of human-powered or low-speed travel, including the use of mobility devices such as wheelchairs and scooters. It also includes the connections people make to buses and rail transit as part of their daily trips.
Whether someone is walking to school, biking to work, using a mobility device, or taking transit, active transportation plays an important role in creating a transportation system that is safe, convenient, and accessible for everyone.
Plan Vision
The Active Transportation Plan will help advance Pasadena's vision for an equitable transportation system where everyone can safely, comfortably, and conveniently travel throughout the City, whether they walk, bike, roll, drive, or use public transportation.
The Plan builds on the City's Mobility Element of the General Plan and other prior planning documents that include the Pedestrian Transportation Action Plan, Bicycle Transportation Action Plan, and Safe Routes to School Planning Work.
Through the Active Transportation Plan, the City will identify projects and strategies that improve connectivity, expand transportation choices, support healthier lifestyles, and create safer and more accessible streets for people of all ages and abilities.
Why is Pasadena Preparing an Active Transportation Plan?
Pasadena continues to invest in transportation improvements that make it easier for residents and visitors to move throughout the City. The City's Mobility Element of the General Plan recognizes the importance of providing people with options to safely and conveniently travel throughout Pasadena without relying on a car. This aligns with the Pasadena Department of Transportation's mission to support the safe, efficient, and convenient movement of people and goods while maintaining a livable community in which cars are not necessary to travel within the City. Additionally, the City Council-adopted goal to achieve zero fatalities by 2035 is included in the Focused Local Roadway Safety Action Plan. The Active Transportation Plan is a mechanism to help achieve that goal.
The Active Transportation Plan builds upon these existing goals and investments by creating a coordinated, long-term strategy for improving walking, bicycling, rolling, and connections to transit. The Plan will help identify opportunities to strengthen Pasadena's active transportation network and guide future projects, policies, and investments that make it safer and easier for people of all ages and abilities to get where they need to go.
Community input will play a central role in identifying priorities, understanding existing challenges, and developing recommendations that reflect the needs of Pasadena's diverse neighborhoods.

Project Timeline

The Active Transportation Plan will be developed through several phases over the next two years that combine technical analysis with ongoing community engagement.
Phase 1 | Existing Conditions & Community Engagement
The project begins by connecting with the community and understanding how people travel throughout Pasadena today. Existing transportation conditions, community priorities, and safety concerns will be evaluated through data collection, technical analysis, and public engagement. This engagement process will center equity by actively engaging residents across all City Council districts, including historically underserved areas, to ensure community input reflects the diverse experiences, needs, and priorities of people throughout the City.
Phase 2 | Vision, Goals & Recommendations
Community feedback and technical analysis will be used to develop a shared vision, establish transportation goals, and identify potential projects, policies, and strategies that improve walking, bicycling, rolling, and transit connections throughout Pasadena.
Phase 3 | Draft Active Transportation Plan
The Draft Active Transportation Plan will be prepared and shared with the community for public review. Residents will have an opportunity to review the draft, provide comments, and help refine the Plan before it is finalized.
Final Plan Adoption
Following public review and consideration by City commissions and the City Council, the Active Transportation Plan will be considered for adoption and if adopted will guide future transportation planning and investment throughout Pasadena.
