Annual Citywide Street Resurfacing and ADA Improvement Program, FY2025

On December 16, 2024, the City of Pasadena awarded the Annual Citywide Street Resurfacing and ADA Improvement Program, FY 2024 Project. The construction is scheduled to commence April 2025 through August 2025.

Project Description
The construction of the Fiscal Year (FY) 2025 Annual Citywide Street Resurfacing Project is scheduled to commence in April 2025 and completing by August 2025. This project will construct up to 41 streets covering over ten centerline miles of asphalt pavement. The work will consist of asphalt overlay and/or pavement reconstruction.
The street resurfacing project includes replacement of uplifted curb and gutter, sidewalk, and installation of new curb ramps, adjustment of existing utility manholes, replacement of signal loop detectors, and installation of striping and raised pavement markers.

Justification:

This project is consistent with the City Council’s goals to improve, maintain and enhance public facilities and infrastructure, and to improve mobility and accessibility throughout the City. It also supports the Public Facilities Element of the General Plan by maintaining public facilities to enhance the quality of life of the community.
Additionally, the systematic resurfacing at regular intervals prolongs the service life of roadway pavement, and significantly lowers the cost of maintaining paved public streets by reducing the need for full reconstruction.

Environmental Analysis:
On December 16, 2024, City Council found the project herein to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, which consists of minor alterations of existing public facilities involving negligible or no expansion of use beyond that previously existing at the time of the lead agency’s determination. There are no features that distinguish this project from others in the exempt class and therefore, there are no unusual circumstances.

Funding:
This project will primarily be utilizing the funds from the City Councils’ one-time $8.8 million additional appropriation of State Road Maintenance and Rehabilitation (SB1), General Fund, etc. in
FY 2025.
