FY24-25 Sewer Relining and Point Repair Project

On June 17, 2024, the City of Pasadena awarded the FY24-25 Sewer Relining and Point Repair Project. The construction is scheduled to commence on September 30, 2024 through June 2025.

Description:

The construction of the Fiscal Year (FY) 2024-2025 Sewer Relining and Point Repair Project is scheduled to commence on September 30 with the anticipated completion of June 2025. This project provides for the systematic condition assessment repair, rehabilitation, and/or replacement of the City's sewer collection system, and upgrades to existing pipes that are structurally or hydraulically deficient by relining to increase capacity and sustain pipe integrity.  The project consists of 25,000 linear feet of cleaning and relining of existing sanitary sewer pipes at prioritized locations city-wide. Additionally, this contract includes the rehabilitation of 150 sewer manholes; repair of damaged pipes and installation of pipe repair sectionals; reconstruction of manhole channels; trimming of protruding laterals and other obstructions; reopening of existing lateral connections and installation of service lateral connection seals known as Top Hats; manhole cover replacements; pre and post-lining video inspections for future relining locations; and miscellaneous appurtenant work that may come up during the course of the sewer relining operation.

Justification:

This project is consistent with the City Council’s goals to improve, maintain and enhance public facilities and infrastructure, and to improve mobility and accessibility throughout the City. It also supports the Public Facilities Element of the General Plan by maintaining public facilities to enhance the quality of life of the community. Although cleaned and repaired on a regular basis, the sewer system is aged and suffers from a variety of defects. Pipes are subject to breakage from wear and tear, ground movement, improper installation, protruding house connections and chemical corrosion. Additionally, capacity and condition upgrades dictated by the Sewer Master Plan will implement improvements to accommodate current and future demands on the system.

Environmental Analysis:

On June 17, 2024, City Council found the project herein to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, Existing Facilities. Class 1 consists of minor alternations of existing public facilities involving negligible or no expansion of use beyond that previously existing at the time of the lead agency’s determination. There are no features that distinguish this project from others in the exempt class and, therefore, there are no unusual circumstances.

Funding:

This project is primarily utilizing the budgeted appropriations in the Annual Sewer System Improvements and Capacity Upgrades – FY 2022-2026 (76918) project fund.
