On June 17, 2024, the City of Pasadena awarded Glenullen Curb Extension Project. The construction is scheduled to commence on August 19, 2024 through September 2024.
Project Description
The Glenullen Curb Extensions Project, part of the City’s Avenue 64 Complete Street initiative, is scheduled to commence on August 19, 2024, and is expected to be completed by September 2024. This project will focus on several key improvements at the intersections of Avenue 64 and Glenullen Drive:
- Curb Extensions: New curb extensions will be constructed at the Glenullen Drive intersection to help reduce speeding along Avenue 64.
- ADA Accessibility: The project will involve the reconstruction of curb ramps to enhance accessibility for individuals with disabilities.
- Landscape Beautification: Native and drought-tolerant plants will be added as part of the landscaping efforts, in line with the City of Pasadena’s Climate Action Plan (CAP), to improve the visual appeal and sustainability of the area.
These enhancements aim to improve traffic safety, accessibility, and environmental sustainability in the community.
Justification:
Avenue 64 is a residential street lined with single-family homes. Although the posted speed limit is 35 mph, the 85th speed percentile reaches 44 mph along some segments of the street. This project was identified as a result of public concerns that Avenue 64 is being used as a cut-through route from neighboring cities, resulting in speed-related collisions and poor pedestrian safety. Avenue 64 is a minor arterial that serves as a regional connector due to the lack of nearby highway/freeway connectors. The installation of curb extensions at the west-side of Avenue 64 at Glenullen Drive is in response to calm traffic along Avenue 64.
Environmental Analysis:
On June 17, 2024, City Council found the project herein to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, and Section 15303, Class 3, Class 1 consists of minor alterations of existing facilities involving negligible or no expansion of use. Class 3 consists of construction of limited number of new, small facilities or structures. There would be no expansion of use of the street network as a result of the project, and therefore, there are no unusual circumstances.
Funding:
This project is funded through utilization of the MTA Multi-Year Subregional Program (MSP) Grant from the Complete Streets Project – Avenue 64 from Colorado Boulevard to South City Limits project.
