On October 21, 2024, the City of Pasadena awarded the Installation of New Traffic Signal at Del Mar Boulevard and Michigan Avenue. Construction began in June 2025 and was completed in October 2025.
Description: The project improvements consisted of the installation of a new traffic signal at Del Mar Boulevard at Michigan Avenue. The work included furnishing and installing traffic signal standards, traffic signal cabinet, and controller. It also included furnishing and installing traffic signal equipment, video detection cameras, conduit, conductors, pull boxes, culvert reconstruction, curb ramp, fiber optic cables and equipment, removal of existing street light standards, striping, and signage.
Justification: This intersection met the peak hour traffic signal warrants, per the California Manual on Uniform Traffic Control Devices. This location also has a significant volume of pedestrians crossing at a currently unsignalized intersection adjacent to the Caltech campus. Installation of a traffic signal at this intersection is expected to reduce delay and enhance safety for motorists and pedestrians.
Environmental Analysis: On October 21, 2024, City Council found the project herein to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, and Section 15303, Class 3. Class 1 consists of minor alterations of existing public facilities involving negligible or no expansion of use beyond that previously existing at the time of the lead agency's determination. Class 3 consists of construction of limited number of new, small facilities or structures. There are no features that distinguish this project from others in the exempt class and, therefore, there are no unusual circumstances.
Funding: The project was funded by the American Rescue Plan Act (ARPA) and Measure M Metro Subregional Programming (MSP) funds through LA Metro.
