On August 26, 2024, the City of Pasadena awarded the Installation of a Traffic Signal at Orange Grove Boulevard and Craig Avenue Project. The construction is scheduled to commence June 2025 through August 2025.
Description:
The proposed improvements consist of the installation of a new traffic signal at the intersection of Orange Grove Boulevard and Craig Avenue; reconstruction of existing ramps to be in compliance with the latest American Disability Acts requirements, including curb extensions at the four corners of the intersection; and pavement striping and signage enhancements at the intersection approaches, including crosswalk striping. This project will provide safety improvements for pedestrian and bicycle access and will integrate plans for transit, traffic, and pedestrian circulation.
Justification:
The intersection of Orange Grove Boulevard and Craig Avenue is located near the mid-point of an almost one-mile uninterrupted segment of Orange Grove Boulevard between Allen Avenue and Altadena Drive. Craig Avenue is identified as a Bicycle Boulevard in the Mobility Element of the General Plan, and installing a traffic signal at this intersection provides a controlled crossing point for bicyclists and pedestrians. In 2017, the City received a request to re-evaluate the potential for a traffic signal at this intersection due to collisions at the intersections. A new traffic signal warrant analysis was conducted, and the traffic signal still meets the coordinated signal systems warrant.
Environmental Analysis:
On August 26, 2024, City Council found the project herein to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, and Section 15303, Class 3. Class 1 consists of minor alterations of existing public facilities involving negligible or no expansion of use beyond that previously existing at the time of the lead agency’s determination. Class 3 consists of construction of limited number of new, small facilities or structures. There are no features that distinguish this project from others in the exempt class and, therefore, there are no unusual circumstances.
Funding:
The proposed project is mostly funded by the Affordable Housing and Sustainable Communities (AHSC) and the American Rescue Plan Act (ARPA), with some additional funding from the Measure M program through Metro.
