Lake Avenue Pedestrian Access Improvements

On May 15, 2023, the City of Pasadena awarded the Lake Avenue Pedestrian Access Improvements Project to Elecnor Belco Electric, Inc., and is scheduled to be working between September 2023 and May 2024.


This Metro funded project provides streetscape improvement on Lake Avenue between the Lake Avenue Gold Line Station and California Boulevard.  The project consists of the installation of two new traffic signals, in-fill pedestrian scale street lighting and accessibility improvements at Union Street, Colorado Boulevard and Del Mar Boulevard.


This project is consistent with the City Council’s goals to improve, maintain and enhance public facilities and infrastructure, and improve mobility and accessibility throughout the City.

Environmental Analysis:

On May 15, 2023, the City Council found the project to be exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, and Section 15303, Class 3.  Class 1 consists of minor alterations of existing facilities involving negligible or no expansion of use.  Class 3 consists of construction of limited numbers of new, small facilities or structures.  There would be no expansion of use of the street network as a result of the project, and therefore, there are no unusual circumstances.
