Pedestrian Crossing Enhancements (Measure M)

On December 16, 2025, the City of Pasadena awarded the Pedestrian Crossing Enhancements (Measure M) project at Marengo Avenue and Wallis Street and at Hill Avenue and Hudson Street. Construction is planned to start in June 2026 and is anticipated to be completed by end of summer in 2026.

Description:

The project consists of the installation of pedestrian enhancements to uncontrolled marked crosswalks on the intersections of Marengo Avenue at Wallis Street and Hill Avenue at Howard Street. The work includes installation of standard signal poles, rectangular rapid flashing beacons, push buttons, conduits, conductors, pull boxes, signs, sandblasting, striping and miscellaneous concrete work.

Justification:

The installation of the Rectangular Rapid Flashing Beacons (RRFBs) enhances pedestrian safety for neighborhood community members, including students of Blair High School and Blair Middle School, students of EF International Language Campus, and users of nearby Allendale Park. The RRFBs provide warning lights for vehicular traffic to enhance pedestrian safety at the crosswalk.

Environmental Analysis:

This project has been determined to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Section 15301, Class 1, and Section 15303, Class 3. Class 1 includes operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. Class 3 includes construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The proposed project consists of a minor alteration to the involved intersections to install pedestrian safety enhancements at various locations. There are no changes to the street proposed other than the installation of the standard signal poles, rectangular rapid flashing beacons, push buttons, signs, sandblasting, and striping and construction of a floating island which are accessory to and will improve the public safety and will not expand the capacity of any involved roadways.

Funding:

The project is funded by the Metro Subregional Program (Measure M MSP) with some additional funding from Traffic Reduction fees.
