Avenue 64 Streets Project

On August 28, 2023, the City of Pasadena awarded the Avenue 64 Complete Streets Project to Axiom Group, and the construction is scheduled to commence on January 8th, 2024 through July 2024.

Description:

The construction of the City’s Avenue 64 Complete Street project located at the intersections of Avenue 64 and Burleigh Drive and Avenue 64 and Cheviotdale Drive is scheduled to begin on January 8, 2023 and anticipated to be completed in July 2024.  This project will construct a traffic roundabout at the Burleigh Drive intersection and will construct curb extensions at the Cheviotdale Drive intersection, improvements at both locations are intended to reduce speeding along the Avenue 64 corridor at the intersection of Avenue 64 and Burleigh Drive. Additionally, the project will provide pedestrian safety improvements at the intersection, such as crosswalk curb extensions which reduce pedestrian crossing times, landscape beautification, street lighting and storm water capture elements with the installation of drywell systems.

Justification:

Avenue 64 is a residential street lined with single-family homes. Although the posted speed limit is 35 mph, the 85th speed percentile reaches 44 mph along some segments of the street. This project was identified as a result of public concerns that Avenue 64 is being used as a cut-through route from neighboring cities, resulting in speed-related collisions and poor pedestrian safety. Avenue 64 is a minor arterial that serves as a regional connector due to the lack of nearby highway/freeway connectors. The installation of a roundabout and improvements to median islands on Avenue 64 south of Burleigh Dr. is in response to vehicles using the two-way left-turn lane as a passing lane. A future traffic signal at the intersection of Avenue 64 and Nithsdale Rd. has been identified as a potential future enhancement.

Environmental Analysis:

On August 28, 2023, City Council found the project to be exempt Find the project proposed herein to be categorically exempt under the California Environmental Quality Act (CEQA) Guidelines in accordance with Title 14, Chapter 3, Article 19, Class 1, Section 15301, Existing Facilities, and that there are no features that distinguish this project from others in exempt class, and therefore, there are no unusual circumstances.

ATP Federal Funds:

This project is funded through various sources such as Metro Measure R Mobility Improvement Program Grant, MTA Multi-Year Subregional Program and Safe, Clean Water Program (Measure W).

Construction Update:

The construction of roundabout at the intersection of Avenue 64 at Burleigh Drive is near completion. There will be a final full street closure on Saturday (6/15) starting from 7 am with the anticipation of re-opening the street by 7 pm. The full street closure is required to install the “final cap” of asphalt pavement followed by temporary striping and markings. The overall construction is expected to be completed by early July of 2024. Traffic will be temporarily rerouted to Figueroa Street. Please anticipate delays and use alternate routes when possible.
