Field Operations Division (FOD)

The Field Operations Division (FOD) is responsible for the Pasadena Police Department’s core public safety functions, delivering visible, proactive, and responsive police services throughout the city. Through its specialized sections and units, FOD ensures effective patrol operations, safe and well-coordinated events, and proactive threat prevention, while fostering strong partnerships with the community.

FOD comprises the Patrol Section, Event Planning Section, and Counter Terrorism Unit, as well as specialized programs such as the Field Training Officer (FTO) Program and the K-9 Unit. Together, these teams work to protect life and property and enhance the quality of life in Pasadena.

Patrol Section

The Patrol Section is the backbone of the Pasadena Police Department, providing 24/7 frontline law enforcement services to protect life and property. Our officers are committed to building strong relationships with the community while maintaining a safe and welcoming environment for everyone who lives, works, and visits Pasadena.

What We Do

FTO Program

A Field Training Officer (FTO) Program — is a structured, on-the-job training for newly hired or newly promoted police officers after they complete the police academy.

K-9 Unit

The K-9 Unit consists of police officers paired with specially trained dogs that support patrol operations. These teams conduct building and vehicle searches and perform article and evidence searches to assist investigations. Certain dogs are trained in narcotics or explosive detection and help with related enforcement and public safety tasks. In addition to operational duties, some K-9 teams participate in community engagement activities.

Event Planning Section

The Event Planning Section provides police staffing to ensure public safety at special events within the City of Pasadena. The section is dedicated to the professional planning, coordination, scheduling, and execution of police services for events of all sizes.

What We Do

  • Develop security and operational plans for events, including the Tournament of Roses® Rose Parade and Rose Bowl events
  • Create, review, and approve traffic plans
  • Review, staff, and approve permits for movie productions
  • Plan and assign required staffing for events

Counter Terrorism Unit

The Counter Terrorism Unit works to help keep the City of Pasadena safe by identifying and reducing potential threats before they occur. Through coordination, planning, and preparedness, the section supports public safety efforts that protect residents, visitors, and critical locations throughout the city.

What We Do

  • Work with local, state, and federal partners to share information and improve safety
  • Help plan security measures for large events and key locations
  • Identify potential risks and recommend safety measures
  • Support investigations related to public safety threats
  • Assist with training and preparedness efforts across the department
